Науково-теоретичні аспекти сутності поняття «державна цільова програма»

Abstract

Проаналізовано наукові підходи учених до визначення змісту категорії «державна цільова програма» та виокремлено ключові тези, які визначають означене поняття. Узагальнено класифікацію державних цільових програм і подано види програм відповідно до їх спрямованості, об’єктів, масштабу та терміну дій, способів реалізації, джерел фінансування, рівня інноваційної складової тощо. Зазначено структурні елементи, які має містити програма. Обґрунтовано принципи організації розробки та впровадження державних цільових програм як дієвого інструменту регулювання економічних процесів. Various authors’ approaches to the definition of the «state purpose-oriented program» are analyzed and the key theses, which determine the mentioned notion, are highlighted in the article. Own interpretation of the notion is provided, in particular, it is mentioned that state purpose-oriented program means a schedule and executors arranged complex of interrelated and scientifically grounded tasks and events of social, economic, scientific, technical, organizational nature, and which are aimed at receiving the positive results of state and society development together with the definition of the resources and their sources. The existing classification of state purpose-oriented programs is summarized and the types of programs are provided according to their direction, object, scale and operation period, realization ways, financing sources, the level of innovative component etc. It is mentioned here that the grounds for the program development are the following: issue existence on the level of public, region or economy branches, the resolution of such an issue requires attraction of budget funds, coordination of the combined actions of executive force bodies and local authorities, enterprises, institutions and organizations; existence of a real possibility within budget for the resources provision to fulfill the program agenda and the correspondence of program purpose to the high priority directions of development. It is specified that state purpose-oriented program should consist of the following structural components: the passport of a program, the concept of a program, the list of tasks, measures agenda, estimate of expected efficiency, scheme of organizational management structure, realization and control mechanism, forecast for the evaluation of the program fulfillment results use. Principles of development organization and implementation of state purpose-oriented programs as an effective tool for economic processes regulation are grounded. In particular, such main rules for formation, grounding and organization of program documents development are distinguished: principle of science, principle of aims consistency based on general interests, principle of development process unity, priority principle, social direction principle, flexibility principle, principle of reasonable sufficiency, adequacy principle.
