Теоретичні основи проектування розвитку мезоекономічних систем

Abstract

Визначено системні особливості функціонування мезоекономічних систем, які визначають напрями суспільних трансформацій. Описано системні характеристики та об’єкти дослідження мезосистем. Виявлено, що якість сучасної складності економічних процесів вимагає нових інструментів адекватного прогнозування й контролю, які доповнюють або узгоджують інтереси безпеки і допомагають впливати на ухвалені рішення щодо розвитку. Доведено необхідність використання синергетичних принципів управління трансформаціями. Обґрунтовано етапи та напрями проектування розвитку мезосистем з урахуванням параметрів безпеки, потенціалу та сталого розвитку. The system peculiarities of functioning of mesoeconomic systems that determine the directions of social transformations are defined. The system characteristics and objects of mesosystems investigation are described. It is found out that the quality of the complexity of modern economic processes demands new tools of adequate forecasting and monitoring which complement or coordinate security interests and can affect the decisions concerning the development. The necessity of using synergetic principles of transformations management is proved. The stages and directions of development design of mesoeconomic systems considering the parameters of safety, potential and sustainable development are grounded. The design process of mesosystem is described in the following sequence of steps: strategy development of mesosystems is based on identifying the mesosystem type, determining the institutional, economic, environmental, social and political mechanisms for implementation, practical implementation of transformation, monitoring the parameters and the effect of mesosystem.
