Теоретичні засади оцінки діяльності поліції

Abstract

Висвітлено механізм оцінки діяльності Національної поліції, який є необхідною передумовою ефективного управління поліцією і на державному, і на місцевому рівнях. Наголошено, що без формування критеріїв та індикаторів оцінки роботи поліції неможливі підготовка інформативного звіту про поліцейську діяльність; інформування громадськості про стан правопорядку, заходи, які вживаються щодо попередження правопорушень. The article describes the mechanism for evaluating the activities of the National Police, which is a prerequisite for effective police management, both at the state and local levels. It is stressed that without the formation of criteria and indicators for assessing the work of the police, it is impossible to prepare an informative report on police activity, inform the public about the state of law and order, and measures taken to prevent the offenses. The effectiveness of the functioning of the National Police directly depends not only on the tasks to be addressed to the relevant units, but also on the criteria by which the evaluation of the quality of work will be carried out. In other words, the system of performance evaluation should be flexible and able to change. This is necessary in order to avoid cases where the targeting of the established performance indicators over time may start to harm the activities of the National Police, by substituting its purpose for achieving the goals of effectiveness by any means and methods. The purpose of police activity is to ensure the protection of human rights and freedoms, to combat crime, to maintain public safety and order, and to create conditions for security and well-being. The basis of such activities is the observance of the principles of police activity (rule of law, observance of human rights and freedoms, legality, openness and transparency, political neutrality). Today, the key issue in shaping the system of indicators of police activity is the choice of indicators that characterize output (output) or outcome (results). Immediate results are an internal measurement of the results of the police work, which correlate with the desired end results (eg, the number of arrested persons, the amount of fines imposed, etc.). Instead, the final results reflect the positive impact of police work on society as a whole (for example, a sense of community security).
