Особливості підготовки поліцейських в умовах реформування системи МВС України

Abstract

Досліджено особливості підготовки поліцейських кадрів у вищих навчальних закладах зі специфічними умовами навчання. Наголошено, що нині не доволі чітко визначено специфіку підготовки поліцейських кадрів у таких закладах. Акцентовано на існуванні різних підходів до перспектив збереження наявної мережі відповідних закладів. Узагальнено проблемні питання концептуальних засад поліпшення діяльності правоохоронних органів і якості підготовки поліцейських нової генерації. Зазначено, що цей процес може бути успішним лише тоді, коли вся наукова спільнота долучиться до осмислення проблем, які існують у системі МВС України, та напрацюють рекомендації для вдосконалення діяльності поліцейських. The article is devoted to generalization issues conceptual basis of improvement the work of law enforcement forces and the quality of police training as a new generation. It is indicated that this process can be only successful when the entire scientific community will join the understanding of all the problems that exist in the Ministry of Internal Affairs of Ukraine and will work on the recommendations of their activities. Apriori, that the learning of foreign experience will help address important issues such as the organization of police training, change the direction of state governance in the field of law enforcement and rule of law, rights protection and freedoms of human and citizen. It has benn investigated the problem of improving the professional and psychological training of the National Police Staff of Ukraine is extremely actual, considering as socially significant focus on ensuring law and order and dangerous and extreme nature of their activities and constantly increasing level of complexity of the conditions and factors that accompany social changes. The high requirements to the level of professionalism of these professionals require purposeful development of personal and professional skills, exellent managing of the system of theoretical and applied knowledge, ability to apply them in practice under any conditions, regardless of the specifics of their activities. Today’s realities give grounds to say that nowadays is a very important issue to address finding ways to improve law enforcement activities and the quality of police training as a new generation. It is evident that this process can be successful only when all entire scientific community will join the understanding of all the problems that exist in the System of the Ministry of Internal Affairs of Ukraine and will work on the recommendations of their activities. Apriori, that the learning of foreign experience will help to address such important issues as the organization of police training, change the direction of state governance in the field of law enforcement and rule of law, rights protection and freedoms of human and citizen.
