Міжнародна діяльність та досвід зарубіжних країн у сфері протидії корупції

Abstract

Присвячено аналізу міжнародної діяльності та функціонуванню органів влади зарубіжних країн, неурядових організацій у сфері протидії корупції. Здійснено порівняння поглядів сучасних дослідників-фахівців різних галузей, зокрема щодо нормативно-правових актів, які містять характеристику цього соціального явища. Висвітлено позитивний зарубіжний досвід, що може бути використаний для боротьби з корупцією в Україні. Акцентовано, що корумповані відносини витісняють правові, етичні взаємини між людьми, поступово стають нормою поведінки, що на сучасному етапі розвитку Української держави вимагає активного пошуку шляхів протидії корупції. The article deals with the analysis of the international activities of governmental bodies and non-governmental organizations in the field of counteraction to corruption. The comparison of views of modern foreign and domestic researchers, regulatory legal acts containing the characteristic of this legal institution is carried out. International experience that could be the basis for the destruction of this phenomenon in the world is analyzed. The fight against corruption is an extremely important aspect to study because every state in the world has an experience of fighting this phenomenon. This phenomenon is a danger of the state, society and every individual. In a country injured by corruption, economic efficiency is decreased, poverty and social inequality are exacerbated, a gap between society and the authorities is extended, politics becomes a sphere of distribution of the national wealth, moral foundations of the society are disorganized, and irreparable damage to the country’s prestige at the international level is caused. Corruption shows complete indifference of government officials to the public benefit, to the law, to people, to every citizen. Corruption devaluates state power, moral principles and values of the society, it leads to stratification of the population on the level of real incomes. Corruption is a global problem of each country, and this problem must be combated. The practice of the work of law enforcement agencies of foreign countries in this direction proves that the perfection of the normative-legal maintenance of countermeasures and the availability of an effective system of combating corruption at the national and international levels is one of the main conditions for successful overcoming of the specified problem. A number of countries takes measures of organizational character to fight corruption. They create specialized institutions, organizations, normative-legal acts to develop appropriate strategies and tactics, preventive measures of the legislative and functional content.
