Brilliant German philosopher G.Hegel has left great spiritual heritage to the humanity. He paid much attention in his multi-aspect theoretical activities to the study of human essence in all spheres of social and political, legal, economic, and cultural and spiritual life. In this aspect the thinker laid emphasis on analysis of human rights and freedoms problem. He interlinked the problem of human rights and freedoms with the obligations and responsibilities, strict observance of moral and legal norms by each individual. The philosopher has deeply and comprehensively studied the dialectics of interrelation between state and people. The state holds an utmost right in relation to an individual, and the purpose of the state is first of all to secure the protection of property and personal freedom of an individual, and this is only the state where an individual exercises his or her true freedom. There is only the state where a unity of objective freedom can be achieved, i.e. the universal liberty and subjective freedom of an individual, who should be governed in his or her actions by laws of the state and ethical and moral principles. In Hegel’s opinion, right should by no means trench upon human honor and dignity, and certainly it should not be a minister of vengeance and intimidation. The thinker links toward the idea that if the state creates all necessary social and economic, political, legal, spiritual and cultural conditions, then freedom offers an individual a great challenge to unlock talents in all spheres of social life. The philosopher interlinks individual freedom with moral freedom. Moral freedom in his understanding means activity in compliance with the requirements of society and the state. Hegel is a strong advocate of both freedom and responsibility of each person for his or her actions. An individual who lives in a reasonable state where there is law and justice, which are characterized by welfare and happiness of the citizens, exercises not only rights and freedoms but also dignity and honor. Thinking over the problem of human rights and freedoms, Hegel links toward the idea that the nation and the state neglecting their security and sovereignty are not able to ensure own freedom and safety. The philosopher sends a message that rights and freedoms of the citizens are in direct dependence upon sovereignty and independence of the state. They lose all their rights and freedoms in an enslaved state. This Hegel’s provision is especially urgent for today’s Ukraine. Philosophical and theoretical ideas of the great German thinker have not lost their urgency now, which is of prime importance for the building of Ukraine, which is regaining its independence and right for sovereignty in rough political, economic and social conditions, and needs talented individuals in all spheres of the state building and administration as well as defense of the Motherland.
