Загальна характеристика зовнішньоекономічної діяльності та злочинів, що вчиняються у цій сфері

Abstract

Охарактеризовано зовнішньоекономічну діяльність загалом та України зокрема. Визначено форми вияву економічної сутності зовнішньоекономічної діяльності. Окреслено основні види злочинів зовнішньоекономічної спрямованості, що становлять потенційну загрозу ринковій економіці. Про- аналізовано статистичні дані МВС України щодо вчинених економічних злочинів. Відтак на основі використання економічної інформації та цих статистичних даних визначено практичне значення оперативно-розшукової діагностики злочинів у сфері зовнішньоекономічної діяльності. Для оперативних працівників, що здійснюють оперативно-розшукову діагностику злочинів, запропоновано основні прийоми документального контролю, які спрямовані на виявлення фальсифікацій у документах. The foreign economic activity has characterized in general and in particular in Ukraine. The ability of the economic system to ensure to all citizens of Ukraine a decent quality of life, the possibility of realization of their abilities and creativity has established that it is the most important factor of stability in the society in the establishment and development of market economy. Studied the legal framework regulating foreign economic activity, and scientific developments in this field. Defined forms of display economic substance of foreign economic activity and found that foreign economic activity promotes promising areas of export potential. It is due to foreign economic activity our country solve the problem of energy shortage, new machinery and equipment, technologies, certain consumer goods. The basic directions of foreign crimes, which constitute a potential threat to the market economy, were been described. Thus, it has determined that Ukrainian organized crime in the economy is increasingly focused on the use of international criminal references, which make new demands on the organization and tactics of operational units of the Interior, including the activation of protective activity. Analyzed statistics about Ukraine MIA about committed economic crimes. Therefore, based on economic information and these statistic data has defined practical importance of operational diagnostic of the crimes in the sphere of foreign economic activity. For operative staffs, which engaged in operational investigative diagnosis of the crimes, proposed basic techniques of documentary controls aimed at detecting fraud in the documents. Indicated that prosecution for violations of financial laws in the field of foreign economic activity has always been an extreme measure, and was used to protect the economic interests of Ukraine.
