Класифікація адміністративних послуг та їх характеристика

Abstract

Досліджено різні критерії класифікації адміністративних послуг. Проаналізовано такі критерії, як зміст адміністративної діяльності щодо надання адміністративних послуг, рівень встановлення повноважень щодо надання адміністративних послуг та правового регулювання процедури їх надання, а також форма реалізації адміністративних послуг. Зауважено на окремому виді класифікації адміністративних послуг – за галузями законодавства, точніше, за предметом (характером) питань, по вирішення яких звертаються особи до адміністративних органів. Охарактеризовано адміністративні послуги. Зазначено, що надання деяких соціальних послуг пов՚язане з наявністю відповідних ресурсів, адже для особи важливо, щоб допомогу не лише призначили, а й вчасно виплатили. One category of such relations – Administrative services – still less explored and controversial legal science in general, and administrative law in particular. The current legal framework regulating social affairs, characterized by extraordinary «mobility», the presence of many changes and additions, but for the most part is pretty extensive. Social services are usually provided at the lowest level of government that is justified because the range of consumer services is wide enough and the last in handy when appropriate services are as close as possible to them. Providing some social services is closely linked to the availability of appropriate resources to the individual because it is important to support not only appointed but paid, and preferably on time. So you should be careful with the introduction of additional social services, as this can sometimes lead to the opposite effect. Given the socio-economic realities of the modern period, the stability of social relations that develop in the course of reform, the implementation of the legal institution of administrative services make a positive impact on the improvement and efficiency of management.
