Принципи правового стимулювання службової діяльності в Національній поліції

Abstract

Розглянуто окремі аспекти застосування мотиваційної теорії в управлінні персоналом Національної поліції, зокрема у сфері мотивування службової діяльності. Досліджено співвіднесення сучасних реалій управління персоналом та гуманістичних вимог, що постають унаслідок активізації євроінтеграційних прагнень в Україні, у контексті дослідження принципів правового стимулювання службової діяльності поліцейських, державних службовців і службовців Національної поліції України. The article deals with some aspects of the application of motivational theory in the personnel administration of the National Police, in particular, in the field of the motivation of official activity. The correlation between modern realities of personnel administration and humanistic requirements that arise because of the intensification of European integration aspirations in Ukraine, in the context of studying the principles of legal incentives for official activity of police officers, public officials and employees of the National Police of Ukraine is analyzed. The results of stimulation, which influence the formation of motivation for active legitimate official behaviour in the police activity, depend on the circumstances of the place, time, environment and subject of influence, departmental normative and legal regulation, social factors based on the principles of legal regulation, the estimated nature of which involves a significant relativity of implementation in stimulating practice. The principles of legal stimulation of official activity in the National Police are important from a theoretical and practical point of view. At the same time, the combination of the motivational theory of psychology and the theory of legal regulation of labour activity, in particular in the field of law enforcement activity of the National Police provides an opportunity to consider a different combination of principles of legal regulation. The proposed principles of expediency, certainty, efficiency, individualization, differentiation, justice, transparency show, according to the authors, the tendencies of the development of the personnel system of the National Police, which is in line with the Strategy for the development of the bodies of the Ministry of Internal Affairs system until 2020. The problem of legal stimulation of official activity in the National Police is multidimensional and it can be considered from different positions, which will lead to proposals of new principles.
