Проблеми реформування органів виконавчої влади в Україні

Abstract

Проаналізовано особливості організації, функціонування системи органів виконавчої влади та стан реалізації ними основних функцій державного управління. Розкрито концептуальні засади модернізації ролі, функцій держави та виконавчої влади за умов трансформаційного періоду. Вказано, що оптимізація центральних органів виконавчої влади – процес приведення їх до стану, який давав би їм можливість найефективніше виконувати свої завдання, функції, зокрема надавати адміністративні послуги. Визначено мету реформування міністерств. The article analyzes the peculiarities of organization, functioning of the system of executive power bodies and the state of implementation of their main functions of state administration. The conceptual bases of modernization of the role, functions of the state and executive power in the conditions of the transformation period are revealed. It is indicated that optimization of central executive bodies is a process of bringing them to a position that would enable them to perform their tasks most efficiently, in particular, to provide administrative services. The purpose of the ministries reformation is to strengthen the institutional capacity of the ministries to formulate the state policy in the areas defined by the Cabinet of Ministers of Ukraine, the implementation of which is entrusted to the Cabinet of Ministers of Ukraine by the Constitution and laws of Ukraine, as well as, if necessary, the delimitation of functions in the formation and implementation of state policy.
