Фінансове забезпечення розвитку економіки: досвід Польщі та України

Abstract

У статті науково обґрунтовані напрями удосконалення механізму фінансового забезпечення розвитку економіки України з урахуванням досвіду Польщі. Авторами сформульовано поняття «фінансове забезпечення розвитку економіки». У статті проаналізовано фінансове забезпечення економіки України і Польщі у розрізі внутрішніх та частково зовнішніх джерел формування фінансових ресурсів. Авторами підтверджено, що одним із визначальних чинників відставання темпів розвитку економіки України від економіки Польщі є обмежений доступ до фінансування господарюючих суб’єктів та різна ефективність використання джерел фінансування економіки. Зроблено висновки щодо дієвості та ефективності використання механізму фінансового забезпечення економіки України та напрацьовано пропозиції щодо її підвищення. The article scientifically substantiates directions of improvement of the mechanism of financial provision of the development of the Ukrainian economy taking into account the experience of Poland. The authors formulate the concept of "financial support for the development of the economy". The estimation of the dynamics of the main macroeconomic indicators of Ukraine and Poland is given. The growing lag of Ukraine in the indicators of economic development, which tends to increase. The authors confirm the hypothesis that one of the determining factors behind the economic growth of the Ukrainian economy from the Polish point of view is unequal access to financing of economic entities, different efficiency of the use of forms of financing of the economy. In the article a comparative analysis of financial support of the economy of Ukraine and Poland is made on the main forms of financing - self-financing, budget financing, bank lending and partly external financing. As a result of this study, the authors found similar trends in two countries (similar percentages of budget expenditures on economic development, low profitability of economic entities, limiting their investment opportunities) and different characteristics. The latter include different access to banks' credit resources, the different effectiveness of the use of forms of state financial support for certain sectors or activities. EU membership has opened the Polish economy to access funding from European funds. The size of Poland's financial assistance to the EU is much higher than the aid received by Ukraine from international financial institutions such as the World Bank or the EBRD. The authors draw conclusions about the effectiveness and efficiency of using the mechanism of financial support of the Ukrainian economy and proposals for its improvement.
