Abstract

Дослідження впливу інформаційних технологій на права людини, що є реальністю сьогодення, необхідно приділяти значно уваги, оскільки в інформаційному суспільстві розвиток інформаційних технологій значно впливає на усі сфери життєдіяльності людини, зокрема соціально-економічну, політико-правову, культурну, а відповідно і на розвиток особистості людини, при цьому необхідно відокремити утопічні та ідеологічні компоненти, а зазначити відповідальність органів державної влади, з розвитком інформаційних технологій, на дотримання та гарантування прав і свобод людини й громадянина в інформаційному суспільстві. Такий підхід дасть можливість оминути проблеми, які виникають із невідповідністю створених у минулому теорій реальності, та допоможе виявити не тільки негативні, а й позитивні впливи інформаційних технологій на основоположні права людини. Варто зауважити, що світовими лідерами у сфері інформаційних технологій є розвинуті країни Заходу але і вони часто стикаються із новими ідеологічними викликами, що виникають із впливом інформаційних технологій на суспільство, а відповідно звужується простір особистої свободи людини. Але на різних континентах, у різних державах світу в умовах інформаційного суспільства розгляд питань забезпечення прав людини має свої особливості, відсутній загально-прийнятий консенсус і тому кожна окремо взята держава, в тому числі Україна, повинна створити свої необхідні підходи стосовно питання належного забезпечення прав і свобод людини й громадянина. The study of the influence of information technologies on human rights, which is a reality today, must be given considerable attention, since in the information society the development of information technologies significantly affects all spheres of human life, in particular socio-economic, political-legal, cultural, and accordingly, on the development of the human personality, at the same time it is necessary to separate the utopian and ideological components, and to note the responsibility of the state authorities, with the development of information technologies, to observe and guarantee the rights and freedoms of man and citizen in the information society. This approach will make it possible to bypass the problems that arise with the inconsistency of theories of reality created in the past, and will help to identify not only negative, but also positive effects of information technologies on fundamental human rights. It is worth noting that the world leaders in the field of information technologies are the developed countries of the West, but they also often face new ideological challenges arising from the impact of information technologies on society, and accordingly, the space for personal freedom of a person is narrowing. But on different continents, in different states of the world in the conditions of the information society, consideration of issues of ensuring human rights has its own characteristics, there is no generally accepted consensus, and therefore each individual state, including Ukraine, must create its own necessary approaches to the issue of properly ensuring rights and human and citizen freedoms.
