Досвід інституційної підтримки культури і духовності як чинників зміцнення економічної безпеки держави

Abstract

У статті проаналізовано світовий досвід інституційної підтримки культури і духовності у процесах зміцнення економічної безпеки держави. Розглянуто особливості патерналістської, інвестиційної та стимулюючої моделей державної підтримки сфери культури, особливості функціонування інститутів суспільної підтримки культури в США. Акцентовано увагу на взаємозв’язку між культурнодуховним розвитком суспільства та економічною безпекою держави. Наголошено на необхідності залучення додаткових фінансових ресурсів провідними музеями Європи у зв’язку з недостатністю бюджетного фінансування. Обґрунтовано позитивний вплив релігійнодуховних чинників на зміцнення економічної безпеки держави через проведену релігійними інституціями просвітницьку, культурну, наукову, соціальну діяльність. The global experience of institutional support for the culture and spirituality in the strengthening process of the economic security of the state was being analyzed in the paper. Features of the paternalistic, investment and stimulating models of culture state support and features of the institutional functioning of cultural public support in the United States was being considered. The attention is focused on the relationship between cultural and spiritual development of society and the state economic security. The necessity of attracting additional fnancial resources (from the adjacent commercial activities, sponsorship funds, charitable contributions) by major museums of Europe due to lack of budget funding was being accented by the author. The positive influence of the religious and spiritual factors in the strengthening the state economic security was being provided through educational, cultural, scientifc, social activities, which is conducted by religious institutions. Analysis of foreign experience of supporting in a sphere of the culture and spirituality to enhance the state economic security allowed tracking the following tendencies: deepening integration of national culture of European and world cultural space that contributes to the expansion of the international cultural relations of Ukraine with many countries; elaborated international practice models of state support for cultural sphere are effective mechanisms for humanitarian government policy towards strengthening of the state economic security; experience of institution functioning of the public support for a culture in the United States is a useful example for Ukraine, especially for those business entities that are connoisseurs of the art and culture works; the process of fundamentally new attitude of the state towards religion, rethinking the role of the church in public life, the review and reassessment associated with their cultural heritage occurs. The necessary prerequisites are creating today in Ukraine for objective clarifcation and elucidation of the church as to the real contribution to the national culture development, growing confdence in the Church’s moral authority; the positive impact of religious and spiritual factors on the strengthening of the state economic security occurs through educational, cultural, scientifc, social activities, which is conducted by religious institutions.
