Практичні аспекти вирішення проблем за методологією SARA під час реалізації моделі правоохоронної діяльності, орієнтованої на потреби громад (Community Policing)

Abstract

Статтю присвячено дослідженню та висвітленню практичних аспектів вирішення проблем за методологією SARA під час реалізації моделі правоохоронної діяльності, орієнтованої на потреби громад (Community Policing). Констатовано, що базовими змістовими елементами проактивної моделі правоохоронної діяльності, орієнтованої на потреби громад (Community Policing) є розбудова стійких відносин взаємодії з представниками громади як носіями інформації та ресурсного потенціалу, для органів та підрозділів поліції а також вжиття заходів для спільного вирішення проблем у конкретних територіальних громадах. Визначено, що перспективною та такою, що підтвердила свою ефективність у вирішенні різноманітних проблем для упереджувального впливу на поширення злочинності є універсальна організаційна методологія SARA (сканування, аналіз, реакція (відповідь) та аналітична оцінка). Застосування проблемно-орієнтованої методології SARA дозволяє визначати першопричини виникнення проблем та розробляти індивідуальні відповіді, які у підсумку обмежують поширення або припиняють дію проблеми (загрози або ризику) на стан криміногенної ситуації у зоні відповідальності правоохоронних органів. Констатовано, що на етапі сканування вживаються заходи щодо виявлення кримінальної активності, на етапі аналізу визначаються першопричини, на етапі реагування реалізовуються персональні відповіді (правоохоронні контрзаходи), а на етапі оцінки визначають рівень ефективності заходів з вирішення проблеми. Установлено, що застосування методології SARA під час реалізації моделі правоохоронної діяльності, орієнтованої на потреби громад (Community Policing) має важливе значення для упереджувального і позитивного впливу на стан криміногенної ситуації та подальшого функціонування правоохоронних органів які виконують завдання з охорони правопорядку у змінному середовищі. The article is devoted to the study and coverage of practical aspects of solving the problem according to the SARA methodology during the implementation of the model of security activities focused on the needs of the community (Community Policing). It was established that the basic content elements of a proactive model of law enforcement activities focused on the needs of the community (Community Policing) are the development of sustainable relations of interaction with community representatives as carriers of information and resource potential for police bodies and units, as well as conducting activities to jointly solve problems on specific Communities. It was determined that the universal organizational methodology of SARA (scanning, analysis, reaction (response) and analytical assessment) is promising and has proven its effectiveness in solving various problems for the preventive effect on the spread of crime. The application of SARA’s ProblemOriented methodology makes it possible to determine the root causes of problems and to develop individual responses that ultimately limit the spread or stop the effect of the problem (threat or risk) on the state of the criminogenic situation in the area of responsibility of law enforcement agencies. It was established that at the scanning stage, measures are taken to detect criminal activity, at the analysis stage, the root causes are determined, at the response stage, personal responses (law enforcement countermeasures) are implemented, and at the evaluation stage, the level of effectiveness of measures to solve the problem is determined. It has been established that the application of the SARA methodology during the implementation of the model of law enforcement activities focused on the needs of communities (Community Policing) is important for the preventive and positive impact on the state of the criminogenic situation and the further functioning of law enforcement agencies that perform the task of protecting law and order in a changing environment.
