Основні практичні компоненти моделі діяльності поліції, орієнтованої на потреби громад (Community Policing)

Abstract

Статтю присвячено дослідженню та висвітленню основних практичних компонентів моделі діяльності поліції, орієнтованої на потреби громад (Community Policing). Установлено, що основними практичними компонентами організації реалізації проактивної моделі діяльності поліції, орієнтованої на потреби громад (Community Policing) є організаційна трансформація, розбудова стійких та дієвих відносин взаємодії поліції та представників громади а також реалізація процесу вирішення проблем, які є змінними та індивідуальними для операційного середовища діяльності правоохоронних органів. Констатовано, що організаційна трансформація як один із основних практичних компонентів застосування моделі діяльності поліції, орієнтованої на потреби громад (Community Policing) реалізовується шляхом застосування наступних заходів: реорганізація управлінської функції, зміна організаційної структури правоохоронних органів, застосування заходів із добору та підготовки особового складу органів та підрозділів поліції та широке застосування інформаційних систем (технологій) для досягнення позитивних результатів від застосування досліджуваної проактивної правоохоронної моделі діяльності. Визначено, що розбудова широкої та результативної взаємодії (партнерських відносин) дозволить залучати представників громад до пошуків додаткових способів контролю та запобігання злочинності та об’єднати ресурси поліції та ресурси громади для вирішення індивідуальних та змінних проблем членів громади. Установлено, що важливою складовою успіху під час вирішення проблем злочинності є залучення та участь до цього процесу членів громади, оскільки установлення основних причин злочинності значною мірою залежить від глибинних знань мешканців громади. Участь громади у ідентифікації та встановленні пріоритетів сприятиме ефективному вирішенню проблем зусиллями мешканців громади та співробітників поліції. The article is devoted to the research and highlighting of the main practical components of the model of police activity focused on the needs of communities (Community Policing). It was established that the main practical components of the implementation of a proactive model of police activity focused on the needs of communities (Community Policing) are organizational transformation, the development of stable and effective relations of interaction between the police and community representatives, as well as the implementation of the process of solving problems that are variable and individual for the operational environment activities of law enforcement agencies. It was established that organizational transformation as one of the main practical components of the application of the model of police activity oriented to the needs of communities (Community Policing) is implemented by applying the following measures: reorganization of the management function, changing the organizational structure of law enforcement agencies, applying measures for the selection and training of personnel of the agencies and police units and wide application of information systems (technologies) to achieve positive results from the application of the investigated proactive law enforcement model of activity. It was determined that the development of broad and effective interaction (partnerships) will allow community representatives to be involved in the search for additional ways to control and prevent crime and to combine police and community resources to solve individual and changing problems of community members. It was established that an important component of success in solving crime problems is the involvement and participation of community members in this process, since the establishment of the main causes of crime largely depends on the in-depth knowledge of community residents. Community participation in identifying and setting priorities will contribute to effective problem solving through the efforts of community residents and police officers.
