Інформаційне забезпечення безпекової діяльності торговельних підприємств: теоретичні основи

Abstract

Поточна складна ситуація для українських підприємств, зокрема і торговельних, обумовлена наслідками раніше домінуючого COVID-19 та актуальними сьогодні військовими діями. Швидка зміна середовища функціонування обумовлює важливість удосконалення безпекової діяльності в масштабах кожного підприємства. Результативність дій суб’єктів безпеки визначається здатністю зменшити рівень невизначеності, що потребує особливої уваги до питань організації інформаційного забезпечення. Раніше домінуюча політика, що полягала в аналізі в основному внутрішньої інформації для визначення поточного рівня безпеки та встановлення основних загроз із подальшим розроблення заходів стосовно їх ліквідації, виявилася недостатньо ефективною при вагомому випливі зовнішніх факторів. Наголошено, що особливо складна ситуація склалася для торговельних підприємств через різноспрямованість в поведінці споживачів та постачальників. На основі з’ясування змісту пов’язаних між собою понять «інформація» та «інформаційне забезпечення» розглянуто умови задоволення інформаційних потреб суб’єктів безпеки. Обґрунтовано засади приведення наповнення інформаційного середовища функціонування підприємства до потреб суб’єктів безпеки через встановлення фільтрів та відокремлення інформаційного шуму. Визначено сутнісні характеристики інформаційного забезпечення безпекової діяльності торговельного підприємства. The current diffcult situation for Ukrainian enterprises, in particular trade ones, is due to the consequences of the previously dominant COVID-19 and current military operations. The rapid change in the operating environment determines the importance of improving security activities at the scale of every enterprise. The effectiveness of actions of security subjects is determined by the ability to reduce the level of uncertainty, which requires special attention to the issues of information support organization. The previously dominant policy, which consisted in analyzing mainly internal information to determine the current level of security and establish the main threats, followed by the development of measures to eliminate them, turned out to be insuffciently effective in the face of a signifcant impact of external factors. The purpose of the research was defned as clarifying the content of the concepts «information» and «information support» with further consideration of the principles of improving the information support of security activities of trade enterprises. In order to create a basis for improving the information provision of the security activities of trade enterprises, the following methods were applied: induction and deduction, comparison and systematization – in the study of the essential characteristics of the terms «information» and «information provision»; synthesis and analysis – for the formation of provisions in the interpretation of «valuable» information and «informational noise»; morphological analysis – to determine the essential characteristics of information support for security activities of a trading enterprise; graphic – for visual representation of theoretical and methodical material; abstract-logical – for theoretical generalizations and research conclusions. Based on the clarifcation of the content of the interrelated concepts «information» and «information provision», the conditions for meeting the information needs of security subjects were considered. The principles of bringing the content of the information environment of the enterprise to the needs of security subjects through the installation of flters and separation of information noise are substantiated. It is proposed to understand the information provision of security activities as a system, the components of which are information resources, technologies, tools and software, which is oriented towards obtaining, summarizing, processing, addressing and storing information, which, meeting the information needs of security subjects, determines the nature and the dynamics of changes in relation to internal processes and the environment of the enterprise's functioning, which serves as the basis for making and implementing management decisions. The essential characteristics of information support for security activities of a trade enterprise have been determined.
