Політико-економічний аналіз сектора нематеріальних послуг в Україні: автореферат

Abstract

Дисертацію присвячено дослідженню теоретико-методологічних положень і розробленню науково-практичних рекомендацій щодо забезпечення розвитку сектора нематеріальних послуг у вітчизняній економіці. Узагальнено теоретичні положення щодо суті, ознак та структури сектора нематеріальних послуг, висвітлено аналітичні інструменти дослідження сектора нематеріальних послуг; подано результати дослідження еволюції поглядів економістів на роль нематеріальних послуг в економіці країни. З’ясовано особливості функціонування вітчизняного сектора нематеріальних послуг. Оцінено рівень розвитку галузей сектора нематеріальних послуг на основі побудови інтегрального показника. Проаналізовано рівень фінансування сектора нематеріальних послуг і визначено проблеми його функціонування, обґрунтовано роль нематеріальних послуг в економічному зростанні України. Розроблено методику розподілу фінансування галузей сектора нематеріальних послуг на основі побудови таксономічного показника цих галузей. Розглянуто основні проблеми інституційного регулювання сектора нематеріальних послуг в Україні та запропоновано концепцію удосконалення державного регулювання галузей сектора нематеріальних послуг. Окреслено перспективи застосування світового досвіду державного регулювання сектора нематеріальних послуг в економіці України. The thesis deals with research of theoretical and methodological principles and development of scientific and practical recommendations for provision of non-material services sector development in domestic economy. Generalized theoretical principles for content and structure of non-material services sector, discovered the features and differences of non-material service as a product of production through the analysis of economic approaches to the review of this category, reflected analytical tools of non-material services sector research, presented the research results of evolution of different economic schools and economic science areas for non-material services role in economy. Peculiar attention is paid to the non-material services sector functioning in the context of the tertiary sector of command – administrative economy. Revealed the peculiarities of functioning of the domestic sector of non-material services. Qualitative changes in the non-material services market are studied in the process of its historical evolution. Estimated the level of development of non-material services sector branches based on the construction of an integral indicator that has provided an opportunity to substantiate new challenges and trends in the non-material services sector development in the post-industrial economy. Determined the main reasons for the decline of the integral indicator in the spheres of education and health for the years of independence. Analyzed the level of financing of the non-material services sector and identified problems of its functioning, substantiated the place and role of the non-material services sector in the economic growth of the country. Improved the methodology of distribution of financing of non-material services sector branches on the basis of taxonomic index construction of these industries. An analysis of the regulatory framework for the functioning of the non-material services sector market is carried out. The main problems of institutional regulation of the non-material services sector are reviewed in Ukraine and developed the improvement concept of state regulation of non-material services sector. Defined the main components of the restructuring mechanism of state administration of the industries, which produce non-material services. Focus on positive experience in state regulation of health care of the leading countries on the main health indicators in Japan, Germany and the United States and are examined the world-wide practice of education crediting by commercial banks and private employers. Generalized world experience of improving the state regulation of the non-material services sector and outlines prospects and ways of its adaptation to Ukrainian conditions.
