Інтелектуальний потенціал у системі економічної безпеки України: дисертація

Abstract

У дисертації обґрунтовано методологічні, теоретико-методичні основи і науково-прикладні рекомендації розвитку та раціонального використання інтелектуального потенціалу для зміцнення економічної безпеки держави. Досліджено структурно-функціональну характеристику системи економічної безпеки та інтелектуальний потенціал як стратегічний ресурс національної економіки та об’єкт безпеки держави. Розроблено методологію дослідження інтелектуального потенціалу в системі економічної безпеки держави, зокрема обґрунтовано методологічні положення вивчення їх взаємовпливу з урахуванням дуалістичної природи інтелектуального потенціалу у контексті економічної безпеки. Запропоновано теоретико-методичні підходи до оцінювання інтелектуального потенціалу держави з урахуванням внутрішньоструктурних параметрів – освіти, науки, культури і духовності. Обґрунтовано науково-методичні підходи: системно-ієрархічний – для визначення місця інтелектуального потенціалу у системі економічної безпеки держави, інтегрально-оціночний – з метою оцінки стану інтелектуального потенціалу та рівня інтелектуальної й економічної безпеки України, комплексно-функціональний – для розробки механізму протидії загрозам розвитку інтелектуального потенціалу України. Обґрунтовано сутнісні характеристики інтелектуальної безпеки як невід’ємної складової системи економічної безпеки держави, систематизовано загрози розвитку інтелектуального потенціалу України, обчислено інтегральний індекс інтелектуальної безпеки України, ідентифіковано стан економічної безпеки держави з урахуванням інтелектуальної компоненти. Науково обґрунтована концептуалізація державної політики розвитку і ефективного використання інтелектуального потенціалу України, що реалізується через механізм протидії загрозам і комплекс засобів правового, інформаційно-аналітичного, фінансово-економічного, організаційно-управлінського і соціального характеру. На підставі узагальнення вітчизняного та міжнародного досвіду сформовані рекомендації та визначені стратегічні пріоритети розвитку та раціонального використання інтелектуального потенціалу для зміцнення економічної безпеки держави. The dissertation reveals theoretical generalization and presents new solution to the important scientific problem which includes the complex working out and grounding of theoretical and methodological principles and scientific foundations of effective use and intellectual potential development for economic security strengthening. Scientific approaches to the interpretation of the notion "intellectual potential" are systemized for this aim, conceptual and categorical apparatus of the science of economic security of the state is deepened through its additions and authorial interpretation of the content definitions of "intellectual security" and "economic security system". Structural and functional characteristics of economic security are revealed, and it is scientifically proved that the economic nature and internal architectonics of the intellectual potential is more fully disclosed from the perspective of system-structural and axiological approaches. The methodology of intellectual potential research in the system of economic security is worked out. The methodological approach to the study of interference of intellectual potential and the economic security system taking into account the dual nature of intellectual potential in the context of economic security as a strategic resource of national economic security and security object at the same time is grounded. The controversy principle as a methodological tool for studying the positive impact of intellectual potential on the level of state’s economic security, on the one hand, and the protective reaction of the government institutions to ensure the effective use and development of intellectual potential – on the other hand is offered. The following scientific and methodical approaches: system-hierarchical – to determine the place of the intellectual potential in the system of economic security, integral-evaluative – to estimate the condition of intellectual potential and level of intellectual security of Ukraine, complex-functional – to develop mechanism to counteract threats to the intellectual potential of Ukraine have been worked out. The method of evaluating intellectual potential of the state taking into account such inner structural parameters as education, science, culture and spirituality has been suggested and approved. It was found out that the dynamics of the intellectual potential of Ukraine is closely correlated with the cyclical nature of economic development. The leading role of higher education and research in the intellectual potential growth and economic security strengthening is proved. The attention is focused on the structural deformation of higher education in Ukraine and its excessive humanization. The ability of Ukrainian universities of different ownership to provide educational services of equal quality is proved on the basis of comparative characteristics of personnel in public and private universities. Positive trends in the training of highly qualified personnel are given, the need for the process of training people through a system of continuous education and increasing the accessibility of higher education is grounded. The influence of cultural factors on spiritual growth of intellectual potential of Ukraine is analyzed. The attention is paid to the improper social and economic functions in culture, underestimated role of books in society and negative growth rate of the library fund. Positive impact of museums, theater arts and live performances on the development and enrichment of the intellectual potential of Ukraine is proved. Positive correlation between increased spirituality of the society, the weakening of the criminal situation and macroeconomic growth are identified. The essential characteristics of intellectual security as an integral component of economic security are grounded. It is argued that intellectual security of the state is based on the principles of legal, informational, analytical, organizational, institutional, financial and social security. The analysis of destructive factors in educational, scientific, cultural and spiritual spheres of the national economy allowed to identify the threats to intellectual potential of Ukraine by the sources of their origin, nature and form of expression. The methodological approach to the evaluation of the intellectual security of Ukraine based on integrated assessment and theory of factor analysis of the indicators system and threshold and maximum allowable values of corresponding integral indicators presented in the form of a multiplier and calculated with the help of modern mathematical methods in economics. Conceptual principles of state policy of development and use of intellectual potential of Ukraine by means of the mechanism of counteraction to threats are scientifically grounded and worked out. A system of effective measures to counteract threats to intellectual potential in education, science, culture and spirituality is suggested. A number of suggestions to increase the intellectual potential of Ukraine in order to improve the economic security of Ukraine are prepared on the basis of summarizing the domestic and international experience. Strategic priorities of development and rational use of intellectual potential are certain for strengthening of economic security of the state.
