Краткий осмотр (реферат): Попри війну, а може, завдяки їй, євроінтеграційний процес активізувався: у червні 2022 року Україна отримала статус претендента на вступ до ЄС. При цьому вимоги залишаються такими ж, як і раніше, і серед них – підвищення рівня медицини та охорони здоров'я. Метою написання наукової роботи було ознайомлення громадян України з рівним доступом до якісних медичних послуг, зорієнтувати систему охорони здоров’я на суттєві зміни та поставити пацієнта в її центр. Методами дослідження були аналіз, синтез, узагальнення, пояснення та кваліфікація даних. Першим і основним джерелом розкриття окресленої теми стало регіональне відділення Всесвітньої організації охорони здоров’я Європи (ВООЗ / Європа). Ця наукова робота розкриє можливі наслідки євроінтеграції для української медицини. Важливо розуміти, що аргументи цього дослідження не є цілком академічними, адже неможливо знати, коли закінчиться війна і чи не залишиться Україна буферною зоною для країн ЄС. Проте, незалежно від розвитку подій, важливо критично оцінювати роль Європейського Союзу та його інтереси в Україні. Despite the war, or maybe because of it, progress was made in the European integration process: in June 2022, Ukraine entered the status of an applicant for the EU state. Along with this, the requirements remain the same as before, and improving the level of medicine and healthcare is among them. The purpose of writing an academic paper was to familiarize Ukraine’s citizens with equal access to quality medical services, as a result of changes to orient the system and to place the patient in its center. The research methods were analysis, synthesis, generalization, explanation and data qualifcation. The regional ofce of the World Health Organization for Europe (WHO / Europe) became the frst and main source for the disclosure of the topic outlined (World Health Organization). The present scientifc work will reveal the possible consequences of European integration for Ukrainian medicine. It is important to understand that the arguments of this research are not entirely academic, because it is impossible to know when the war will end and whether Ukraine will not remain a buffer zone for the EU countries. Мета статті – дати визначення поняття «рашизм», проаналізувати історію його зародження як окремого явища та формування складових елементів, виділити схожі та відмінні риси з класичним фашизмом та його різновидами. З методологічного інструментарію використано методи діалектики, аналізу, синтезу, індукції, дедукції, узагальнення та аналогії. Історичний та компаративістський підходи дали змогу дослідити еволюцію зародження та формування рашизму, виокремити його спільні та відмінні ознаки з класичним фашизмом та його різновидами. Визначено чіткі ознаки фашизму та його різновидів. Досліджено конвергенцію фашизму з концепцією «русского міра», російським імперським шовінізмом та злочинними практиками комуністичного режиму Союзу Радянських Соціалістичних Республік. Установлено, що результатом рашистського режиму стало створення тоталітарної репресивної мілітаристської держави в Росії, яка розв’язала агресивні війни проти Грузії та України. Наголошено на притаманних рашистському режиму систематичних порушеннях принципів міжнародного права, прав та основоположних свобод людини, реалізації політики геноциду українського народу. Сформульовано визначення поняття «рашизм» та розглянуто історію формування як окремих його складових елементів, так і як цілісного явища. Практичне значення дослідження полягає в уніфікації використання визначення «рашизм» як на науковому, так і законодавчому рівнях з метою засудження і заборони рашизму як злочинної, людиноненависницької ідеології та форми державно-правового режиму. The relevance of the paper lies in the emergence of a new type of fascism in the Russian Federation – ruscism, which in the 21st century returned humanity to the understanding that the revival of the most dangerous forms of the statelegal regime is possible. The purpose of the study is to defne ruscism, analyse its origin as a separate phenomenon and the development of constituent elements, and identify similar and distinctive features with classical fascism and its varieties. Methods of dialectics, analysis, synthesis, induction, deduction, generalisation, and analogy are used as methodological tools. Historical and comparative approaches allow investigating the evolution of the origin and development of ruscism, identifying its common and distinctive features with classical fascism and its varieties. There are clear signs of fascism and its varieties. The paper examines the convergence of fascism with the Russian world, Russian imperial chauvinism, and criminal practices of the communist regime of the Union of Soviet Socialist Republics. It is established that the result of the ruscist regime was the creation of a totalitarian repressive militaristic state in Russia, which unleashed aggressive wars against Georgia and Ukraine. The study highlights the systematic violations of international law, human rights, and fundamental freedoms inherent in the ruscist regime, and the implementation of the policy of genocide of the Ukrainian people. The defnition of ruscism is formulated and the history of the development of both its individual constituent elements and it as an integral phenomenon is considered. The practical value of the study is to unify the use of the defnition of ruscism both at the scientifc and legislative levels to condemn and prohibit it as a criminal, misogynistic ideology and a form of state-legal regime. Значну роль у подальшому розвитку конфлікту відіграє стратегія зовнішньої політики України. Вона впливає на поліпшення взаємовідносин з іншими державами, отримання підтримки у боротьбі проти агресора, відновлення цілісності України, безпеку її громадян, протидію продовольчій кризі тощо. Метою дослідження є визначення основних стратегічних напрямів зовнішньої політики України, характеристика їх законодавчого забезпечення та сучасного стану. У ході дослідження було використано такі методи: економіко-статистичний аналіз, встановлення причинно-наслідкових зв’язків, порівняльний метод. В результаті дослідження було охарактеризовано шість основних напрямів зовнішньої політики України. Визначено законодавчі документи, що забезпечують окреслені напрями. Охарактеризовано кроки уряду стосовно руху у визначених напрямах. Окреслено статистичні характеристики за окремими напрямами зовнішньої політики України. Порівняно стан деяких аспектів зовнішньої політики України до війни і після повномасштабного вторгнення. Оцінено перспективи України стосовно досягнення бажаних результатів за визначеними напрямами. The military invasion of the aggressor state into Ukraine is one of the most relevant topics in the recent Ukrainian and world academic literature because the results of the conflict will affect not only national interests but also the security and well-being of other states. Ukraine’s foreign policy strategy plays a significant role in the further development of the conflict. It improves relations with other states, obtaining support in the fight against the aggressor, restoring Ukraine's integrity and citizens' safety, counteracting the food crisis, etc. The study aims to determine the main strategic directions of Ukraine’s foreign policy, the characteristics of its legislative support, and its current state. The research used the following methods: economic and statistical analysis, the establishment of causal relationships, and the comparative method. The study identified and described six main directions of Ukraine’s foreign policy. Legislative documents that enshrine the outlined directions were identified. The government’s steps in specific directions were described. The statistical characteristics of individual areas of Ukraine’s foreign policy were outlined. The state of some aspects of Ukraine’s foreign policy before the war and after the full-scale invasion was compared. The purpose of the article is to clarify the patterns of convergence and interaction of legal systems. The subject of the study is the analysis of the interaction of legal systems in the context of globalization. Research methodology includes the use of general and special methods of scientific knowledge: dialectical, historical and legal, formal and logical, method of hermeneutics, generalization, comparison and more. Results of the research. The concept of legal system and its elements are considered. The essence of modern development of legal systems is revealed. Practical meaning. The processes of convergence and interaction of legal systems in the context of globalization and their consequences for legal processes in general are defined. Value / originality.
