Проведено історико-правовий аналіз нормативного регулювання цієї сфери в Україні. Дається оцінка окремим аспектам правового і психологічного характеру, що супроводжують процес організації і проведення масових заходів, зокрема ті, які ускладнюють законотворчий процес. Наголошено на тому, що дії органів публічної влади повинні бути достатньо гнучкими і поєднуватись з адекватною оцінкою суспільно-політичних настроїв на час організації масових зібрань. У демократичному суспільстві роль правоохоронних органів, зокрема поліції, має бути спрямовано на баланс між свободою протесту та правопорядком. The paper explores the interrelationship between legal and socio-psychological factors in the implementation of the right to peaceful assembly. The purpose of this paper is to identify the key aspects of police activity in ensuring public safety and order during mass assemblies that should be reflected in normative legal acts regulating law enforcement activity and/or in a separate law on the organization and conduct of mass assemblies in Ukraine. A historical and legal analysis of the regulatory framework governing this sphere in Ukraine is carried out. The paper assesses certain legal and psychological aspects accompanying the process of organizing and holding mass events, particularly those that complicate the legislative process. It is emphasized that the actions of public authorities must be sufficiently flexible and combined with an adequate assessment of socio-political sentiments at the time of organizing mass assemblies. In a democratic society, the role of law enforcement agencies, in particular the police, should be aimed at maintaining a balance between freedom of protest and public order, and at preventing the escalation of violence. For the police, an effective response to political mass assemblies consists in professional neutrality, communication with communities, and strict adherence to the principles of legality, necessity, and proportionality in the use of force. For the effective legal regulation of issues related to the implementation of the right to peaceful assembly, the quality of provisions contained in laws and subordinate legislation governing the activities of law enforcement agencies, particularly the police, is of crucial importance. The absence of excessive legal regulation in this area enables public authorities to demonstrate a certain degree of flexibility in the practical exercise of their functions. Актуальність дослідження зумовлена посиленням ролі іншомовної комунікації у професійній діяльності фахівців юридичної та економічної сфер в умовах євроінтеграційних процесів, міжнародної мобільності, розвитку міжкультурної взаємодії та зростання вимог ринку праці до мовної підготовки випускників нефілологічних спеціальностей.Теоретично обґрунтовано сутність іншомовної професійної компетентності як інтегративного утворення, що поєднує мовні, комунікативні, соціокультурні та професійно значущі компоненти, і визначає готовність майбутнього фахівця до ефективної іншомовної взаємодії у типових і нестандартних професійних ситуаціях. Методологічною основою дослідження слугували компетентнісний, діяльнісний та професійно орієнтований підходи, які дозволили розглядати процес іншомовної підготовки у взаємозв’язку з формуванням професійної ідентичності студентів. У теоретичній частині дослідження уточнено структуру іншомовної професійної компетентності майбутніх юристів і менеджерів, до складу якої віднесено лексико-термінологічний, дискурсивно-комунікативний, соціокультурний та стратегічно-діяльнісний компоненти. Обґрунтовано специфіку їх формування з урахуванням особливостей юридичного та економічного дискурсу, а також доцільність інтеграції мовної та фахової підготовки на основі практико-орієнтованих методів навчання іноземної мови. Емпіричне дослідження проведено серед студентів юридичних та економічних спеціальностей Львівського державного університету внутрішніх справ. За результатами діагностики виявлено різнорівневу сформованість іншомовної професійної компетентності в обох групах респондентів. Встановлено, що студенти юридичних спеціальностей загалом демонст-рують вищий рівень сформованості досліджуваної компетентності порівняно зі студентами управлінсько-економічного профілю, що виявляється у кращому володінні професійною термінологією, здатності до побудови фахово орієнтованих іншомовних висловлювань та використанні комунікативних стратегій у професійному спілкуванні.Отримані емпіричні дані підтверджують ефективність комплексного підходу до формування іншомовної професійної компетентності та обґрунтовують доцільність упровадження професійно орієнтованих методик навчання іноземної мови у нефілологічній вищій освіті з урахуванням специфіки майбутньої професійної діяльності студентів. The article presents a theoretical and empirical analysis of the problem of forming foreign language professional competence of future lawyers and managersin the context of professionally oriented foreign language education at higher education institutions. The relevance of the study is determined by the increasing role of foreign language communication in the professional activities of specialists in the legal and managerial fields, in the context of European integration processes, international mobility, development of intercultural interaction, and rising labor market demands for graduates’ language proficiency in non-linguistic disciplines.Theoretically, the essence of foreign language professional competence is conceptualized as an integrative construct combining linguistic, communicative, sociocultural, and professionally significant components, which determines a future specialist’s readiness to effectively interact in typical and nonstandard professional situations. The methodological framework of the study is based on the competencebased, activity-based, and professionally oriented approaches, which allow the foreign language learning process to beconsidered in conjunction with the formation of students’ professional identity.The theoretical part of the research defines the structure of foreign language professional competence, including lexical-terminological, discourse-communicative, sociocultural, and strategic-activity components. The specifics of their development are outlined with regard to the characteristics of legal and managerial discourse, and the advisability of integrating language and professional training through practice-oriented teaching methods is substantiated.The empirical study was conducted among students of legal and managerial specialties at Lviv State University of Internal Affairs. The diagnostic results revealed varying levels of foreign language professional competence among both groups of participants. It was found that law students generally demonstrate a higher level of competence compared to management students, as evidenced by better mastery of professional terminology, ability to produce profession-oriented oral andwritten statements, and application of communicative strategies in professional interactions.The obtained empirical data confirm the effectiveness of a comprehensive approach to forming foreign language professional competence and justify the implementation of professionally oriented foreign language teaching methods in non-linguistic higher education, taking into account the specifics of students’ future professional activities. Under conditions of prolonged combat exposure and traumatic stress, psychological rehabilitation acquires not only clinical but also social and institutional significance. The purpose of this article is to provide a theoretical and analytical substantiation of psychological rehabilitation as a key factor in the social reintegration of war veterans in Ukraine, taking into account international standards for the diagnosis and treatment of post-traumatic stress disorder (ICD-11, DSM-5-TR, WHO and APA guidelines). The study is conducted in the format of a narrative literature review covering academic sources published between 2018 and 2025. The analysis applies the-matic and comparative approaches to systematise contemporary Ukrainian and international perspectives on psychological support. Rehabilitation models at individual, group, family, and community levels are iden-tified and structured according to their core components and mechanisms of implementation. Indicative ef-fectiveness markers are proposed, including reduction of PTSD symptom severity, restoration of functional capacity, improved family functioning, employment stability, and indicators of civic engagement. The article substantiates the necessity of trauma-informed, interdisciplinary, and continuous approaches to veterans’ re-integration. Key systemic challenges are highlighted, including shortages of qualified professionals, unequal regional access to services, fragmentation of rehabilitation programmes, and risks of over-medicalisation of adaptive combat-related reactions. The scientific contribution lies in integrating clinical and social dimensions of rehabilitation within a unified conceptual framework for evaluating effectiveness. The practical significance of the study lies in its potential application for the development of national standards of psychological rehabili-tation and policies aimed at sustainable social reintegration of war veterans. Повномасштабна війна в Україні призвела до суттєвого зростання кількості військовослужбовців і ветеранів, які потребують комплексної психологічної та соціальної підтримки після повернення до цивільного життя. В умовах тривалої бойової травматизації питання психологічної реабілітації набуває не лише клінічного, а й соціально-інституційного значення. Метою статті є теоретико-аналітичне обґрунтування психологічної реабілітації як ключового чинника соціальної реінтеграції ветеранів війни в Україні з урахуванням міжнародних стандартів діагностики та лікування посттравматичного стресового розладу – ПТСР (ICD-11, DSM-5-TR, рекомендації WHO та APA). Дослідження здійснено у форматі наративного огляду наукових джерел 2018–2025 років із застосуванням тематичного аналізу та порівняльного підходу. Проаналізовано сучасні українські та міжнародні підходи до психологічної допомоги, систематизовано моделі реабілітації на індивідуальному, груповому, сімейному та громадському рівнях. Визначено їх ключові компоненти та запропоновано орієнтовні індикатори ефективності, зокрема зниження симптоматики ПТСР, відновлення функціональної спроможності, покращення сімейного функціонування та показники соціальної інтеграції (зайнятість, участь у громадському житті). Обґрунтовано необхідність травмоінформованого, міждисциплінарного та безперервного підходу до реінтеграції ветеранів. Виокремлено системні виклики, серед яких дефіцит підготовлених фахівців, нерівномірність доступу до послуг у регіонах, фрагментарність програм та ризики надмірної медикалізації реакцій на бойовий досвід. The aim of the study was to assess the digitisation of the educational process and determine the impact of socio-legal factors and macroeconomic conditions. Higher education institutions in Ukraine with a special operating regime were studied. The multiple linear regression method was used, which allowed explaining 85% of the variation in the index in 2019-2023. To achieve this aim, a generalised educational digitalisation index was constructed, the initial indicators were normalised, and the relationship between the index and the level of digital literacy, regulatory and legal awareness, income and unemployment of the population was investigated. It was proven that full-scale war accelerated the need for sustainable digitalisation of higher education institutions with specific learning conditions, while exacerbating socio-legal challenges. The results confirmed the importance of developing professional-communicative, gaming and civic digital competences, while demonstrating the critical role of the legal component in security education. The results showed that the growth of digital and legal literacy and well-being correlates positively with the speed of digitalisation, while the economic shocks of the war period hold it back. The data obtained prove the resilience of the Ukrainian higher education system in crisis conditions and outline the priorities for post-war investment in secure IT infrastructure and staff training. The results of the study can be used in the activities of higher education institutions and other institutions that provide educational services. Актуальність теми зумовлена тим фактом, що цифровізація вищої освіти України, особливо в закладах зі специфічними умовами навчання, набула критичної ваги в умовах воєнного стану. Метою дослідження було оцінювання діджиталізації освітнього процесу, визначення впливу соціально-правових факторів і макроекономічних умов. Було досліджено заклади вищої освіти України із особливим режимом роботи. Використано метод множинної лінійної регресії, що дозволило пояснити 85 % варіації індексу у 2019-2023 рр. Для досягнення поставленої мети, було побудовано узагальнений освітній індекс діджиталізації, нормалізувано вихідні показники, досліджено взаємозв’язок індексу з рівнем цифрової грамотності, нормативно-правової обізнаності, доходами та безробіттям населення. Доведено, що повномасштабна війна прискорила потребу у сталій цифровізації закладів вищої освіти із специфічними умовами навчання, водночас загостривши соціально-правові виклики. Отримані результати підтвердили важливість розвитку професійно-комунікативних ігрових та громадянських цифрових компетентностей, одночасно демонструючи критичну роль правового компонента в безпековому навчанні. Результати показали, що зростання цифрової та правової грамотності й добробуту позитивно корелює зі швидкістю цифровізації, тоді як економічні шоки воєнного періоду її стримують. Отримані дані доводять резильєнтність української системи вищої освіти в кризових умовах і окреслюють пріоритети післявоєнного інвестування у захищену ІТ-інфраструктуру та підготовку персоналу.
