With the emergence of the opportunity to be vaccinated against COVID-19, the problem of making a decision about vaccination also appeared. But it has become increasingly clear that the coronavirus is moving into the group of annual viral epidemic diseases that occur every year in diferent countries during the seasonal wave of acute respiratory viral infections. The ongoing COVID-19 pandemic against the background of the adoption of serious quarantine measures indicates the need for large-scale vaccination of the population as the most efective way to protect against COVID-19. In this article, we pay special attention to vaccination, as the main factor in ensuring health, reducing the morbidity and severity of the course of the COVID-19 disease, and an important task of the state and modern public administration. Пандемія COVID-19, яка охопила світ у 2020 році, змінила життя мільйонів людей і вплинула на життя та функціонування всіх країн і людей без винятку. З появою можливості зробити щеплення від COVID-19, також з’явилася проблема прийняття рішення про вакцинацію. але стає все більш очевидним, що коронавірус переходить до групи щорічні вірусні епідемії захворювань, які виникають щорічно в різних країнах протягом сезонна хвиля гострих респіраторних вірусних інфекцій. На сьогоднішньому етапі в детальних планах сільських поселень необхідно передбачати ділянки, на яких потенційно можуть бути розміщені водозабірні свердловини, насосні станції, очисні споруди. В іншому випадку при виготовленні проєктної документації часто виникає проблема із недотриманням санітарних зон споруд, будівництва в стиснених умовах. Поліпшення якості водопостачання у контексті благоустрою місць проживання населення є серйозною гігієнічною проблемою, яка вимагає врегулювання на законодавчому рівні. У зв’язку з цим, до участі у проєктних розробках нових та реконструкції існуючих населених місць треба одночасно з архітекторами, економістами, екологами та іншими спеціалістами широко залучати фахівців юридичного профілю. З метою підвищення вагомості правових чинників щодо регулювання санітарно-гігієнічних вимог до водопостачання населених місць потрібно практикувати активну співпрацю державних структур, органів місцевого самоврядування та громадських організацій з правоохоронними органами та Національною поліцією України, що забезпечить ефективне здійснення правоохоронної діяльності у цьому напрямку роботи. Для гарантії екологічно безпечного середовища проживання необхідно удосконалити в цьому аспекті законодавство України, а у нормативно-правових актах передбачити посилення відповідальності за порушення державних стандартів, норм і правил у сфері санітарно-гігієнічних вимог до водопостачання та водовідведення у населених пунктах із врахуванням національного та міжнародного досвіду. At the present stage, detailed plans of rural settlements should include areas where water intake wells, pumping stations, and treatment facilities can potentially be located.Otherwise, when preparing project documentation, there is often a problem with non-compliance with sanitary zones of buildings, construction in cramped conditions. Ensuring favorable living conditions and public health are directly related to the comprehensive development of architectural and planning, engineering, construction andenvironmental and hygienicmeasures and the implementation of state sanitary supervision over the planning, construction and improvement of urban and rural settlements.Accordingly, the design of settlements should be based on the laws of Ukraine and regional programs to address the most important social, architectural, economic, environmental and hygienic issues. Improving the quality of water supply in the context of landscaping is a serious hygienic problem that requires regulation at the legislative level.In–called’connectionwith it, to participate in the development of new design and retrofit of settlements should be both architects, economists, ecologists and other specialists, legal experts widely attract profile.In order to increase the importance of legal factors in regulating sanitary and hygienic requirements for water supply of settlements, active cooperation of state structures, local governments and public organizations with law enforcement agencies and the National Police of Ukraine should be practiced, which will ensure effective law enforcement activities in this area.
