Вплив глобалізації на місцеве самоврядування в Польщі

Abstract

Охарактеризовано головні напрями глобалізації й їхній вплив на місцеве самоврядування в Польщі як невід’ємній частині Європейського Союзу. Визначено основні принципи діяльності органів місцевого самоврядування, якими є: субсидіарність, партнерство та програмування, що стали актуальними і в процесі глобалізаційних, і інтеграційних перетворень. Зауважено, що фінансові надходження з Європейського Союзу дали одиницям місцевого самоврядування нові можливості для розвитку регіональних потреб таких, як: модернізація інфраструктури, збільшення соціальних проектів, боротьба з безробіттям, зменшення економічних і соціальних відмінностей, розвиток сільських районів тощо. The main directions of globalization and their influence on local authorities in Poland as an integral part of the European Union are described in the article. The basic principles of the activities of local authorities are defined: subsidiarity, partnership and programming, which became objectives in the process of globalization and integration transformations. Financial earnings from the EU gave to the local authorities a new possibilities for the development of regional requirements such as: modernization of infrastructure, increase of social projects, fight against unemployment, reduction of economic and social differences, development of country areas it is analyzed. Globalization is a complex, long-term, and lasting process, but is characterized by more positive than negative influences. The first ones are more weighty and effective than the last ones (contain less damage to local government). If globalization has a great, advisable, fair aim – it is an necessary factor for the development of local authorities, their governing bodies and help to the intensive functioning of democratic processes in the regions. Even opponents of globalization agree with the idea that one of the direction of globalization – increase the exchange what is the universal public good, which is widely developed in Poland. The activity of local authorities can take different forms depending of the norms which are defined by the strategy of development of the regions of Poland. In general, they are implemented in the following directions: private sector support, effective use of local resources and opportunities, new job creation, effective use of local incomes.
