Імплементація концепції Community Policing: від філософської доктрини до дієвого стратегічного напряму

Abstract

Досліджено питання впровадження концепції Community Policing в умовах реформування правоохоронної системи України та євроінтеграційних процесів. Заналізовано міжнародний досвід у встановленні довірчих відносин між поліцейськими підрозділами й територіальною громадою. Виокремлено основні ціннісні орієнтири та складові концепції взаємодії з населенням на засадах партнерства. Наголошено на актуалізації превентивної діяльності Національної поліції у проекції проблемно-орієнтованої стратегії. Визначено роль населення у пошуку локальних рішень для врегулювання місцевих проблем шляхом створення консультативних груп громадян. This paper investigates issues of implementation concept of Community Policing in terms of reforming law enforcement system of Ukraine and European integration processes; it focuses upon international experience in establishing a trusting relationship between the police units and local communities. And valuable leading directions and key components of the concept, which are based on the interaction and partnership with the population, are indicated. Also, updating of the preventive activities of National Police in problem- oriented strategies is emphasized. As a result it is defined the role of the local people in finding solutions to resolve problems by creating advisory groups of citizens. It is shown that the person and the personality is the main feature of the legal, democratic and social state. The approach according to which a man is the greatest value of society; his development, his human needs met and interests recognized is determined as one of the major tasks of the state; causes the reform of the law enforcement system of Ukraine in the European integration process taking into consideration the practice of the European Court of Human Rights. Police interaction with the public is a society oriented approach, whereby effective policing depends on the help and support of the citizens, whose lives and peace is protected. Currently the relevance and timeliness of the reform of law-enforcement departments has been obvious. Therefore a driving force of the effectiveness of its implementation is to increase public confidence in the police. In strategic terms, this can be achieved by moving away from traditional reflection and methods of solving problems. Since, it is unlikely to achieve something new without changing the way of activities and thinking. In terms of today’s Ukraine to implement and ensure compliance with the partnership between the public and the police is the turning point not only in improving living standards, but also in changing the image of Ukraine in the international arena.
