Криза влади: філософсько-правовий погляд

Abstract

Розкрито філософію кризи влади, з’ясовано, у чому суть цього державного явища: у вичерпанні потенціалу влади як інституту чи в іншому сприйнятті її соціальними суб’єктами. На основі аналізу сучасних світових досліджень із політології та соціології зроблено висновок, що проблема кризи влади не стосується окремого типу держав, не залежить від режиму правління, геополітичних характеристик чи соціокультурної інфраструктури, але цей «вірус» охоплює сучасний світ, руйнує засади традиційної моделі влади і сприяє зростанню скептицизму щодо владної системи як такої. The author outlines the new issues on the current understanding of the phenomenon of power: the problem of balance of power and its contents, changes of power priorities, whose power is stronger – information or weapons, etc. A person can perceive a political power as a constantly variable concept required for the functioning of the state, but far from the narrow circle of its life; since the state faces manifestations of power throughout life, for the most part it does not take care of the meaning of power and does not analyze the place of concentration or ways of its functioning, does not look for ranges of its proliferation and limitations. Consequently, the goal of the article is to reveal the philosophy of the power crisis, to find out the essence if this state phenomenon: whether it consists in the exhaustion of power potential as an institution or in its different perception by social subjects. Due to the analysis of current world research in political science and sociology, the author concludes that the crisis manifestations have become challenges not only for the Ukrainian authorities, but this situation is a global trend. In general, the problem of power crisis is not associated with any particular type of a state and does not depend on the mode of government, the geopolitical characteristics or socio-cultural infrastructure, but this «virus» rather quickly covers the modern world and destroys the foundations of the traditional model of power and gives rise to increasing skepticism concerning the power system as such. It is not for the first time that Ukraine faces the problem of the power crisis, but now, unfortunately, complicated by realities of war and the latest technologies. Search for ways to overcome this problem lies in a single scientific field and requires a multidisciplinary approach. In order to overcome the crisis in the country it is not enough to create economic and political institutions and make the elite educated and informed (though we can’t do without it), but we need more freedom (not declarative), because only a truly free society is capable to a right choice, radical reform and effective innovations.
