Інформаційно-правова політика як складова інформаційної функції держави

Abstract

Розглянуто сутність інформаційної функції держави. Проаналізовано державно-правову та інформаційно-правову політику в інформаційній сфері, їхній вплив на процес інформатизації та забезпечення інформаційної безпеки. З позиції структурного аналізу охарактеризовано розвиток інформаційного суспільства в країні, організаційно-правове забезпечення та формування національної інфраструктури інформатизації, впровадження в суспільну практику нових інформаційних технологій. The Ukraine-EU Association Agreement generates economic and social transformations. Total computerization, use of information is one of the most effective means of influencing the public consciousness and technological progress which is reflected in the information policy. There is information and legal policy and state information policy. Information and legal policy covers theoretical and practical aspects of public administration of functioning processes, improvement and development of legal regulation system of information sphere in the country. Information and legal policy is a special form of expression of the state information policy, government activities aimed at creating an effective mechanism of legal regulation of informatization process and means of consolidating and implementing the political course of the country in the establishment of the information society. Information and legal policy is a type of legal policy as a generic integration concept, and therefore its essence is closely linked to the definition of legal policy at all. Regarding the current conditions of the active implementation of new information technologies into the social practice, we should mention about the development of special internal and external activities of the state related to the protection of the rights and freedoms of man and citizen, law and order, the association of Ukraine and the EU, cooperation with the EU and NATO in solving issues of national security. The information sphere is a system that includes the following elements: information, information infrastructure, subjects that collect, create, spread and use the information as well as a set of rules regulating public relations. With the increasing role of information it is necessary to pay more attention to the information function of the state.
