Технологія управління службовою кар’єрою працівників органів внутрішніх справ України

Abstract

Проаналізовано проходження служби особами рядового та начальницького складу ОВС України як важливий елемент інституту державної служби, позаяк на цьому часовому континуумі реалізовується правовий, посадовий і їх соціальний статуси. Оптимізація алгоритму проходження служби, професійного зростання, створення технології управління службовою кар’єрою працівників ОВС України нині є одним із пріоритетних напрямів адміністративноїреформи і розвитку сучасноїсистеми МВС України. Наголошено, що важливою детермінантою професійної кар’єри є збіг інтересів осіб рядового і начальницького складу ОВС України та потреб структурного підрозділу, в яких вони проходять службу. Зауважено, що домі- нантними детермінантами розвитку професійної кар’єри працівників ОВС України є: діяльність і позитивний приклад безпосереднього керівника; низка заходів, покликаних всебічно й об’єктивно оцінити професійні, ділові та моральні якості працівника ОВС України; створення належних умов для професіоналізації правоохоронця шляхом професійної підготовки, перепідготовки та підвищення кваліфікаціїперсоналу ОВС України та самоосвіти. The paper analyzes the service entities soldiers and officers police Ukraine as an important element of the public service, because in this time continuum implemented legal, officers and their social status. Optimization algorithm of service, professional growth, development management technology officer career policemen Ukraine is now one of the priorities of administrative reforms and development of a modern system of MIA of Ukraine. Emphasized that an important determinant of a professional career is a coincidence of interests of servicemen and officers of internal affairs of Ukraine and the needs of the branch in which they are serving. Noted that the dominant determinants of professional career policemen Ukraine are: activity and positive example of supervisor; a number of measures designed to thoroughly and objectively assess professional, business and moral qualities of policemen Ukraine; creating appropriate conditions for the professionalization of law enforcement officers through training, retraining and advanced training of police personnel and Ukraine through self-education. The need to improve personnel policy in internal affairs of Ukraine in terms of administrative reform is caused by the existence of the state, its goals, objectives and functions, as well as the need for staffing MIA Ukraine qualified personnel, able to competently perform its functions to protect the personal safety of citizens, their rights and freedoms and lawful interests. During the reform and development of personnel policy in Ukraine ATS particular importance is the application of scientific and theoretical approach to solving common problems. Only on the basis of a balanced, scientifically-based approach can lay the foundation for effective and sustainable police service in Ukraine to overcome the negative trends that have often impede efficient enforcement system, develop new conceptual methods of organization, operation and service in these organs.
