Соціальне забезпечення в контексті пенсійної реформи

Abstract

Розглянуто актуальні підходи до визначення поняття «соціальне забезпечення», обґрунтовано його сутність, визначено методи соціального захисту та особливості побудови національної системи соціального захисту в різних країнах. Досліджено проблеми і перспективи розвитку сучасної пенсійної системи України як важливої складової соціального забезпечення населення. Акцентовано на тому, що вдосконалення чинної пенсійної системи має багатоаспектний характер та розраховане на тривалу перспективу, що полягає у втіленні в життя прийнятих законодавчих актів, виявленні їх недоліків і розробці пропозицій щодо вдосконалення системи державного регулювання у цій сфері. The subject of the study is the theoretical and methodological principles of formation of the social welfare system in the context of current development of pension reform in Ukraine. The objective of the study is the theoretical research of the essence of the system of social welfare of the population by means of reforming the pension system, as well as defining the main directions of its improvement. The study uses a number of scientific methods and approaches (logical generalization, systematic, comparison, graphical) which allowed to ensure the conceptual unity of the research. The article deals with actual approaches to the definition of the concept «social welfare», determines its essence, defines the methods of social protection and peculiarities of construction of the national system of social protection in different countries. The problems and prospects of development of the modern pension system of Ukraine as an important component of social welfare of the population are explored. The emphasis is placed on the fact that the improvement of the current pension system has a multidimensional character and is designed for a long-term perspective which is to implement the previously adopted legislative acts, to identify their downsides and to develop propositions concerning improvement of the system of state regulation in this sphere. The results of the research are applied in the field of economics and in the practical activity of structural departments of the Pension Fund of Ukraine. The main findings of the research and its theoretical and methodological results can lead to the following statement: the study of the Ukrainian pension system is an important element of scientific research in the field of social welfare; the pension system in each country is an important component of social protection of the population; the effectiveness of the pension system will result in well-being of the population and the level of stability in the society; social welfare in Ukraine is far from being perfect both in form and content; the pension system of Ukraine does not meet the requirements of the present day due to the complicated problems caused by the downsides of the current pension system and by the inadequacy of the mechanism of its financing.
