Економічна безпека підсистем харчової промисловості України: проблеми та пріоритети зміцнення: монографія

Abstract

Монографія спрямована на теоретичне обґрунтування та розробку прикладних рекомендацій щодо вдосконалення організаційно-економічного механізму зміцнення економічної безпеки харчової промисловості України, шляхом зміцнення економічної безпеки її підсистем. Для досягнення поставленої мети у монографії : ідентифіковно сутнісні характеристики забезпечення економічної безпеки харчової промисловості та виокремлено роль держави в цьому процесі; узагальнено методичні підходи до оцінювання безпеки функціонування окремих галузей національної економіки; систематизовано основні елементи організаційно-економічного механізму забезпечення економічної безпеки цукрової галузі як підсистеми харчової промисловості; виокремлено основні внутрішньогалузеві загрози економічній безпеці харчової промисловості; проведено компаративний аналіз організаційно-економічного механізму забезпечення економічної безпеки цукрової галузі України, Польщі, Німеччини та Франції; оцінено рівень економічної безпеки вітчизняної цукрової галузі; обґрунтовано заходи підвищення рівня економічної безпеки цукрової галузі; розроблено пропозиції щодо взаємодії державних і недержавних галузевих інститутів задля підвищення рівня економічної безпеки галузей харчової промисловості України. Для науковців, практиків, аспірантів, викладачів, студентів, зацікавлених проблематикою зміцнення економічної безпеки національної економіки. The monographic study is devoted to investigation of topical scientific practical problem aiming to give theoretical grounds and work out the proposals for improving the organizational and economic mechanism of strengthening the economic security of food industry in Ukraine. The results of scientific achievements in understanding the essence of economic security of the national economy are generalized and objective need to ensure the economic security of its subsystems including food industry is proved. The essence of the concept of "economic security of food industry" from the perspective of the technological approach is specified allowing to further explore the structure and condition of food industry subsystems and is the basis for receiving information verified with the help of mathematical methods. Theoretical principles of organizational and economic mechanism structure of ensuring the economic security of sugar industry are grounded. The mechanism is determined by a combination of legal, administrative, economic, special techniques and instruments used by subjects of global, macro, micro and mezo-levels to protect the interests of sugar industry from external and internal threats and ensure its development. On the basis of the analysis of the level of economic security of sugar industry in Ukraine the structure of generalized indicator of economic security of the industry is formed and a dependency between input and output parameters of the model is defined with the help of modern economic and mathematical apparatus and the level of economic security is quantitatively calculated considering each component and integral indicator of economic security of sugar industry is calculated. It made possible to systematize intra destabilizing factors of sugar industry and identify trends for growth. As a result of the research the basic tendencies for improvement of organizational and economic mechanism for strengthening the economic security of sugar industry in Ukraine are presented. Thus predictions of economic security are made and they allowed coming to the conclusion about the existence of positive trends in strengthening economic security industry. The importance of the improvement of the process of strengthening the economic security of sugar industry as a subsystem of food industry through the development of recommendations for creating a comprehensive system of measures to counteract threats using various instruments of state regulation depending on the hierarchy on different levels (operational, tactical and strategic) is proved and it will improve the efficiency of economic security management of sugar industry. To strengthen the economic security of sugar industry there are suggestions to improve the mechanism of interaction between government and non-government branch institutions by harmonizing the interests of these subjects which allows building parity relationships to achieve branch interests.
