Щодо питання про визначення поняття водопостачання та водовідведення

Abstract

Стаття присвячена дослідженню понять «водопостачання» та «водовідведення». Здійснено аналіз законодавчих актів і наукових підходів до визначення згаданих понять. This article explores the concepts of “water supply” and “water disposal”. It offers an overview of legislative acts and academic approaches to the defnition of the concepts of “water supply” and “water disposal”. The issue of access to high-quality and proper housing and utility services, which includes water supply and water disposal, continues to remain a major concern for consumers. This problem is connected not only with the degradation of water mains, but also with an insufciently clear regulation of the existing law. Water supply is one of the core components of maintaining a decent standard of living and one of the factors that ensure the support and satisfaction of social, recreational, domestic, cultural, aesthetic and hygienic needs of the community. An uninterrupted provision of water supply and disposal services to consumers, to no small extent, determines the quality of their life. In connection with this, defning the concepts of water supply and water disposal is of major importance. Poor quality of water supply and removal services, low public awareness, and inconsistency of legal provisions give rise to a growing dissatisfaction among the community. In Ukraine, the state guarantees the protection of citizens’ rights of access to and supply of drinking water by providing each person with drinking water of standard quality in compliance with scientifc evidence-based indicators of drinking water supply depending on the area and living conditions. The environmental status of surface water bodies, which account for nearly 80% of drinking water supply in the country, and the quality of water in them, are the core factors of sanitary and epidemiological well-being of the community. Water disposal refers to a set of operations associated with the collection, transport and treatment of sewage water through central water disposal systems or other disposal and/or treatment facilities. As of now, the defnitions of the concepts of central water supply system and central water disposal system remain inconsistent at the legislative level, which leads to a lack of a uniform conceptual framework used in water supply and disposal contracts.
