Методи взаємодії підрозділів ювенальної превенції національної поліції та центрів соціальних служб у профілактиці правопорушень серед дітей

Abstract

У статті досліджується поняття методів взаємодії підрозділів Національної поліції України, зокрема підрозділів ювенальної превенції, з центрами соціальних служб у профілактиці правопорушень серед дітей. Проаналізовано різні погляди науковців на це поняття. Зроблено висновок, що методи взаємодії підрозділів ювенальної превенції та центрів соціальних служб у профілактиці правопорушень серед дітей – це сукупність прийомів і способів, за допомогою яких забезпечується належна організація й реалізація узгоджених заходів з метою запобігання правопорушенням, усунення причин та умов виникнення таких правопорушень. Розкрито різні класифікації методів управлінської діяльності, які пропонують вчені у своїх працях. Запропоновано методи взаємодії підрозділів ювенальної превенції та центрів соціальних служб у профілактиці правопорушень серед дітей виокремити в такі групи: адміністративні (субординаційні), координаційні, соціально-психологічні. Проаналізовано особливості адміністративного (субординаційного) методу і зазначено, що на основі цього методу відбувається взаємодія підрозділів ювенальної превенції з центрами соціальних служб шляхом виконання обов’язку працівників підрозділів Національної поліції України, зокрема підрозділів ювенальної превенції, у разі виявлення безпритульної дитини негайно повідомити про це центри соціальних служб. У статті наголошено, що зазначені методи взаємодії підрозділів ювенальної превенції та центрів соціальних служб не мають належного законодавчого оформлення, і це вносить складності у механізм взаємодії цих суб’єктів профілактики. The article explores the defnitions, types and features of methods of interaction of juvenile prevention departments of the National Police of Ukraine and social services centers of crime prevention among children. Interaction of juvenile prevention departments and social service centers in the feld of prevention of administrative and criminal offenses is an important condition for their functioning. The subjects of crime prevention use different methods of interaction to provide an effective prevention. The defnition of “method” offered by scientists of various branches of law, and also social and pedagogical sciences is analyzed. It is proposed to understand the method of interaction of juvenile prevention departments and social service centers of crime prevention among children as a complex of techniques and methods by which the proper organization and implementation of agreed methods to prevent offenses, eliminate the causes and conditions of such offenses are provided. It is established that the methods of interaction of juvenile prevention departments of the National Police of Ukraine and the centers of social services should be divided into the following groups: administrative (subordination), coordinating, socio-psychological. The peculiarities of these methods of interaction are characterized. In particular, it is concluded that on the base of administrative method juvenile prevention departments interact with social service centers by fulflling the duty of employees of the National Police of Ukraine to inform social service centers immediately in the case of homeless child detection. Coordinating methods of interaction of juvenile prevention departments of the National Police of Ukraine and the centers of social services are the means of establishing effective and most importantly, effcient communication between these subjects, which signifcantly helps to perform the common tasks facing them. Socio-psychological methods have a coordinating character and contribute to the establishment of interaction within the system of subjects of crime prevention among children. Socio-psychological methods usually include coercion and persuasion. The method of persuasion is more often used in the process of interaction of juvenile prevention departments and social service centers. The attention is paid to the fact that these methods provide the activities of the subjects of crime prevention, and thanks to the method of persuasion the interaction of juvenile prevention departments of the National Police of Ukraine and centers of social services in the form of social partnership is realized. It is stated that there are not proper regulation of the mechanism of interaction at the level of legislative acts, and methods of interaction of juvenile prevention departments and social service centers of crime prevention among children.
