Формування механізму управління безпековою діяльністю інноваційно-активного підприємства: дисертація

Abstract

Дисертаційна робота присвячена вирішенню наукового завдання, в основі якого є теоретичне обґрунтування та розроблення науково-прикладних засад формування механізму управління безпековою діяльністю інноваційно-активного підприємства. У першому розділі «Теоретичні підходи до управління безпековою діяльністю інноваційно-активного підприємства» розглянуто сутність, зміст і структура механізму управління безпековою діяльністю інноваційно-активного підприємства, теоретичні основи безпекової діяльності в умовах нестабільності середовища їх функціонування та концептуальні засади управління такими підприємствами. Визначено логічний взаємозв’язок між базовими поняттями дослідження: «інновації», «інноваційна діяльність», «інноваційна активність підприємства», «інноваційний потенціал», «безпекова діяльність», що дозволило уточнити сутність поняття «механізм управління безпековою діяльністю підприємства» та визначити місце такого механізму в системі управління безпековою діяльністю інноваційно-активних підприємств. Ідентифіковано основні чинники, що впливають на інноваційну активність підприємств: інноваційна сприйнятливість, інноваційна компетентність, забезпеченість ресурсами, якість організації та спілкування. Обґрунтовано доцільність зосередження уваги на управлінні знаннями для підвищення рівня інноваційної активності підприємств. У результаті проведеного теоретико-методичного дослідження встановлено, що, з метою зниження рівня впливу загроз на діяльність підприємства, необхідно здійснювати цілеспрямований управлінський вплив і використовувати відповідні технології управління як способу виконання робіт, що характеризуються інструментами впливу на об'єкт, певною послідовністю дій та наслідків, регулярністю перевірки якості виконуваної роботи. Сформовано, що головною метою функціонування системи економічної безпеки інноваційно-активних підприємств є забезпечення максимально можливої поточної ефективної діяльності та формування можливості втримання (покращання) досягнутих показників у майбутньому шляхом своєчасного попередження, виявлення, мінімізації та запобігання внутрішнім і зовнішнім викликам, загрозам, ризикам та небезпекам шляхом створення умов для реалізації комплексу заходів безпекової діяльності, в основі якої є здійснення таких робіт: діагностичні, аналітичні, запобіжні, протидійні, координаційні, інтеграційні, гармонізаційні. Удосконалено науковий підхід до формування механізму управління безпековою діяльністю інноваційно-активних підприємств, який, на відміну від існуючих, ґрунтується на базових принципах забезпечення безпеки підприємства як відкритої соціально-економічної системи та реалізації функцій менеджменту, передбачає застосування організаційно-розпорядчих, соціальнопсихологічних та економічних методів, уточнення завдань суб’єктів безпеки та формування ресурсного забезпечення, що спрямовано на стабілізацію процесу функціонування підприємства, підвищення гнучкості, адаптивності і стійкості до змін зовнішнього середовища та покращення контролю за внутрішньогосподарськими процесами. У другому розділі «Діагностика процесу управління безпековою діяльністю інноваційно-активного підприємства» проведено аналіз стану інноваційної активності підприємств в Україні, досліджено економічні процеси і явища, що дестабілізують процес управління безпековою діяльністю. Здійснено оцінювання рівня економічної безпеки інноваційно-активних підприємств. Визначено, що позиції України у міжнародних рейтингах щодо інноваційної діяльності є достатньо низькими, а рівень інноваційної активності промислових підприємств зазнає суттєвого впливу фінансової кризи, макроекономічної дестабілізації, дефіциту обсягів фінансування, відсутності висококваліфікованої робочої сили та пандемії коронавірусної інфекції COVID- 19. Встановлено за результатами проведеного аналізу, що управління безпековою діяльністю інноваційно-активних підприємств, на сучасному етапі, зазнає суттєвого впливу дестабілізуючих факторів, економічних процесів та явищ. Зокрема, серед основних зовнішніх чинників негативного впливу виділяється рівень фінансування інноваційної діяльності, рівень витрат на нововведення та рівень залучення зовнішніх інвестицій на розвиток інноваційної сфери. Доведено, що важливого значення набуває оперативність процесу вчасного виявлення й нейтралізації дестабілізуючих факторів. Здійснено розрахунки рівня економічної безпеки інноваційно-активних промислових підприємств. В результаті було встановлено незадовільні значення рівня економічної безпеки досліджуваних підприємств та критичний рівень їх науково-технологічної безпеки, що зумовлено суттєвим скороченням частки нових видів продукції через зниження обсягів фінансування інноваційної діяльності та зниження рівня інвестиційної привабливості. Запропоновано проведення оцінки рівня економічної безпеки інноваційноактивних промислових підприємств на основі використання моделі Солоу, відповідно до якої рівень економічної безпеки підприємства розглядається як єдине ціле без структурних елементів економічне явище, а зміцнення рівня економічної безпеки залежить від капіталу підприємства, робочої сили, продуктивності праці, природних ресурсів та інноваційної активності. В результаті, запропоновано підхід до оцінювання економічної безпеки інноваційно-активних підприємств, що, відрізняється від відомих врахуванням рівня сукупності показників для якісної та кількісної характеристики фінансової, зовнішньоекономічної, інвестиційної, науково-технічної, виробничої та макроекономічної складових, що є основою розрахунку інтегрального показника, рівень і динаміка якого є підставою для удосконалення управління безпековою діяльністю підприємства. Доведено, що підвищення рівня інноваційної активності підприємства сприяє зміцненню його економічної безпеки та конкурентоспроможності. У третьому розділі «Науково-практичні підходи до формування механізму управління безпековою діяльністю інноваційно-активного підприємства» проведено моделювання процесу формування механізму управління безпековою діяльністю інноваційно-активного підприємства, визначено ресурсне забезпечення управління безпековою діяльністю інноваційноактивних підприємств. У результаті проведеного дослідження, удосконалено теоретичнометодичні положення управління безпековою діяльністю інноваційно-активних підприємств, що відрізняються від існуючих застосуванням Agile-технології, в основі якої лежить формування у співробітників спеціалізованих підрозділів необхідних знань, вмінь та навичок, що забезпечує збільшення гнучкості управління безпековою діяльністю та посилює здатність оперативно реагувати на зміну впливу внутрішніх та зовнішніх загроз для формування безпечних умов стійкого розвитку й ефективного функціонування підприємства. Визначено, що основою ефективності Agile-менеджменту є розвиток Soft Skills у працівників, що дозволяє визначити пріоритетним інноваційний та інтелектуальний потенціал працівників. З цією метою запропоновано у практиці вітчизняних інноваційно-активних підприємств використовувати досвід іноземних компаній у сфері підвищення рівня добробуту працівників (well-being) та розвитку навичок Ownership. Охарактеризовано структуру процесу формування механізму управління безпековою діяльністю інноваційно-активних підприємств з врахуванням особливостей Agileменеджменту. Сформовано ієрархію блоків функціональної моделі IDEF0 механізму управління безпековою діяльністю інноваційно-активних підприємств. Запропоновано декомпозиції першого та другого рівнів контекстної діаграми моделі IDEF0 формування механізму управління безпековою діяльністю інноваційно-активних підприємств. Визначено, що процес формування механізму управління безпековою діяльністю інноваційно-активних підприємств є ітеративним та характеризується високим рівнем гнучкості та змінності під впливом зовнішніх та внутрішніх чинників, що зумовлює постійне проведення оцінки результатів.Завдяки, представленій послідовності дій щодо формування механізму управління безпековою діяльністю інноваційно-активних підприємств, можна підвищити оперативність дій суб’єктів безпеки, щодо корегування та удосконалення системи управління безпековою діяльністю. Доведено важливість ресурсного забезпечення управління безпековою діяльністю інноваційно-активних підприємств. Встановлено, що ефективність фінансово-економічної діяльності інноваційно-активного підприємства залежить, в першу чергу, від певної сукупності ресурсів, якими володіє дане підприємство. Ресурси завжди обмежені, тому кожне інноваційно-активне підприємство має визначити, досягнення яких цілей забезпечить найбільшу продуктивність використання цих ресурсів. За результатами проведеного аналізу, визначено основні ресурси, необхідні для здійснення управління безпековою діяльністю інноваційно-активних підприємств, а саме: фінансові, трудові, матеріальні та інформаційні ресурси. Розроблено характеристико-змістовну матрицю за кожним типом управління безпековою діяльністю. Представлено модель вибору типу управління безпековою діяльністю інноваційно-активних підприємств України з врахуванням ресурсних можливостей. The dissertation is devoted to solving a scientific problem, which is based on the theoretical substantiati on an development of scientific and applied foundations for the formation of the mechanism fo rmanaging the safety activity of innovatively active enterprises. The first chapter, "Theoretical Approaches to the Management of Safety Activity by Innovatively Active Enterprises", examines the essence, content and structure of the mechanism for managing the safety activityof innovatively active enterprises, the theoretical foundations of the safety of activities in an unstable environment of their functioning and the conceptual foundations of their management. The logical relationship between the basic concepts of the research was determined: “innovation”, “innovative activity”, “innovative activity of the enterprise”, “innovative potential”, “safety activity”, which made it possible to clarify the essence of the concept “mechanism for managing the safety activity of the enterprise” and determine the place such a mechanism in the safety activitymanagement system for the activities of innovatively active enterprises. The main factors influencing the innovative activity of enterprises are identified: innovative susceptibility, innovative competence, resource availability, quality of organization and communication. The expediency of focusing on knowledge management for the innovative activity of enterprises has been substantiated. As a result of the theoretical and methodological study, it was established that, in order to reduce the level of influence of threats on the activities of the enterprise, it is necessary to carry out a targeted control action and use the appropriate management technologies as a way of performing work characterized by tools for influencing the object, a certain sequence of actions and consequences, and the regularity of checks. the quality of the work performed. It was formed that the main goal of the functioning of the economic security system of innovatively active enterprises is to ensure the maximum possible current effective activity and the formation of the possibility of retaining (improving) the achieved indicators in the future by timely warning, identifying, minimizing and preventing internal and external challenges, threats, risks and dangers by creation of conditions for the implementation of a set of security measures, which is based on the implementation of such works: diagnostic, analytical, countermeasures, coordination, integration, harmonization. The scientific approach to the formation of a mechanism for managing the safety activityof innovatively active enterprises has been improved, which, in contrast to the existing ones, is based on the basic principles of ensuring the security of an enterprise as an open socio-economic system and the implementation of management functions, provides for the use of organizational and administrative, socio-psychological and economic methods, clarification of the tasks of security subjects and the formation of resource provision, are aimed at stabilizing the process of enterprise functioning, increasing flexibility, adaptability and resilience to changes in the external environment and improving control over on-farm processes. In the second chapter "Diagnostics of the process of managing the safety activity of innovatively active enterprises", the analysis of the state of innovative activity of enterprises in Ukraine is carried out, the economic processes and phenomena that destabilize the process of managing the safety activity are investigated. The assessment of the level of economic security of innovatively active enterprises has been carried out. It was determined that Ukraine's positions in international ratings on innovation activity are quite low, and the level of innovative activity of industrial enterprises is significantly affected by the financial crisis, macroeconomic destabilization, a lack of funding, a lack of a highly qualified workforce and a pandemic of coronavirus infection COVID-19. It has been established based on the results of the analysis that the management of the safetyactivityof innovatively active enterprises at the present stage is significantly influenced by destabilizing factors, economic processes and phenomena. In particular, among the main external factors of negative impact, the level of financing of innovative activities, the level of costs for innovations and the level of attracting external investments for the development of the innovation sphere stand out. It is proved that the efficiency of the process of timely identification and neutralization of destabilizing factors is of great importance. Calculations of the level of economic security of innovative-active industrial enterprises have been carried out. As a result, unsatisfactory values of the level of economic security of the studied enterprises and the critical level of their scientific and technological security were established, which is due to a significant reduction in the share of new types of products due to a decrease in the volume of financing for innovative activities and a decrease in the level of investment attractiveness. It is proposed to assess the level of economic security of innovatively active industrial enterprises based on the use of the Solow model, according to which the level of economic security of an enterprise is considered as a whole without structural elements, an economic phenomenon, and the strengthening of the level of economic security depends on the capital of the enterprise, labor force, labor productivity, natural resources and innovation activity. As a result, the proposed approach to assessing the economic security of innovatively active enterprises differs from those known taking into account the level of the aggregate of indicators for the qualitative and quantitative characteristics of the financial, foreign economic, investment, scientific and technical, production and macroeconomic components, is the basis for calculating the integral indicator, the level and dynamics which is the basis for improving the management of safety activity of the enterprise. It is proved that the increase in the level of innovative activity of the enterprise contributes to the strengthening of economic security and competitiveness. In the third section " Scientific and practical approaches to the formation of a mechanism for managing safety activity of innovatively active enterprises", the process of forming the mechanism for managing the safety activity of innovatively active enterprises is modeled, resource support for managing the safety activity of innovatively active enterprises is determined. As a result of the study, the theoretical and methodological provisions for the management of the safety activity of innovatively active enterprises have been improved, which differ from the existing ones by the use of Agile technology, which is based on the formation of the necessary knowledge, skills and abilities among the employees of specialized departments, provides an increase in the flexibility of management of the safety activity and enhances the ability to quickly respond to changes in the influence of internal and external threats to create a safe environment for sustainable development and effective functioning of the enterprise. It has been determined that the basis for the effectiveness of Agile management is the development of Soft Skills among employees, which makes it possible to prioritize the innovative and intellectual potential of employees. For this purpose, it is proposed to use the experience of foreign companies in the field of improving the well-being of employees and developing Ownership skills in the practice of domestic innovatively active enterprises. The structure of the process of forming the mechanism for managing the safety activity of the activities of innovatively active enterprises, taking into account the peculiarities of Agile-management, is characterized. A hierarchy of blocks of the IDEF0 functional model of the mechanism for managing the safety activity of innovatively active enterprises has been formed. The decomposition of the first and second levels of the context diagram of the IDEF0 model of the formation of the mechanism for managing the safety activity of innovatively active enterprises is proposed. It has been determined that the process of forming the mechanism for managing the safety activity of innovatively active enterprises is iterative and is characterized by a high level of flexibility and variability under the influence of external and internal factors, which determines the constant assessment of results. Thanks to the presented sequence of actions for the formation of the mechanism for managing the safety activity of innovatively active enterprises, it is possible to increase the efficiency of actions of security subjects, to adjust and improve the safety activity management system. The importance of resource support for the management of safety activity of innovatively active enterprises has been proved. It has been established that the efficiency of the financial and economic activity of an innovatively active enterprise depends, first of all, on a certain set of resources at the disposal of this enterprise. Resources are always limited, so each innovatively active enterprise must determine which goals will ensure the most productive use of these resources. Based on the results of the analysis, the main resources necessary for the implementation of safety activity management by the activities of innovatively active enterprises have been identified, namely: financial, labor, material and information resources. A characteristic-meaningful matrix has been developed with each type of safety policy management activity. A model for choosing the type of safety activity management by the activities of innovatively active enterprises in Ukraine is presented, taking into account resource opportunities.
