Система суб’єктів ювенальної превенції в Україні

Abstract

Новелою у діяльності підрозділів ювенальної превенції Національної поліції України стало прийняття Наказу МВС України «Про затвердження змін до Інструкції з організації роботи підрозділів ювенальної превенції Національної поліції України» від 25.06.2020 № 488, який є черговою спробою організувати діяльність підрозділу відповідно до вимог сучасного світу. A novelty in the activities of the juvenile prevention units of the National Police of Ukraine was the adoption of the Order of the Ministry of Internal Affairs of Ukraine "On approval of changes to the Instruction on the organization of juvenile prevention units of the National Police of Ukraine" from 25.06.2020 № 488, which is another attempt to organize. One of the innovations of the adopted normative legal act is the introduction of an electronic format of preventive registration of children in the police and filling of the relevant information subsystem, which is part of the unified information system of the Ministry of Internal Affairs of Ukraine. In general, the procedure of preventive registration of children and the requirements for conducting accounting and preventive work are changing. The problem is that in fact such an information system has not been created, and its content has only just begun. It is worth mentioning the structure and types of subjects of juvenile prevention: 1) bodies of general character (general political) (VRU, VRU Commissioner for Human Rights and People's Deputies of Ukraine, President of Ukraine, Presidential Commissioner for Children's Rights); 2) bodies of general competence such as the Cabinet of Ministers, representative bodies of local selfgovernment, representing the common interests of the united territorial communities of villages, settlements, cities (regional, district OTGs, local state administrations); 3) main subjects (Ministry of Internal Affairs of Ukraine, central executive bodies that regulate the development and formation of the state policy in the field of family and children, the central executive body that ensures the formation and implementation of state policy in the field of education and science , which implements the state policy in the field of execution of criminal punishments, rural, settlement, city, district in cities (in case of their creation) OTG, their executive bodies); 4) structures with special powers (units of the National Police, children's services, units of juvenile prevention, courts, prosecutor's office); 5) additional entities (central executive body that ensures the formation and implementation of state policy in the field of health care, the Ministry of Justice of Ukraine and other central executive bodies that indirectly participate in juvenile prevention, and their territorial subdivisions); 6) specialized structures (educational institutions, institutions and other educational institutions) (including secondary schools and vocational schools of social rehabilitation), centers of social services.
