Взаємозв’язок засад громадської етики та доброчесності державного управління в Україні

Abstract

Досліджено взаємозв’язок засад громадської етики та доброчесності державного управління в Україні. З’ясовано, що серед інститутів громадянського суспільства головними є недержавні некомерційні організації. Адже саме вони обумовлюють специфіку функціонування громадянського суспільства та шляхи його морального розвитку. Благодатним ґрунтом, на якому мало б «дозріти» патріотичне громадянське суспільство, яке неухильно живе за законами моралі, є духовне здоров’я кожного громадянина. Без нього в суспільстві «процвітатиме» насильство у всіх проявах. Зауважено, що коріння усіх, зокрема аморальних, учинків людини сягають її серця. Тому, на думку Махатми Ганді (лідера ненасильницького звільнення індійського народу від панування англійців), саме серце має бути єдиним місцем боротьби добра зі злом. Обґрунтовано, що для зміни духовно-морального стану суспільства, необхідно, насамперед, допомогти кожній людині відкрити для себе такі моральні цінності, як добро, взаємоповага, патріотизм, згода і любов. Під час реалізації цих намірів слід упроваджувати нові підходи до моральної гармонізації свідомості кожної людини, зокрема, через творчість і просвіту з безпосередньою активною участю громадянина у цьому процесі. Відтак, обумовлено, що моральне здоров’я громадянина, а отже, і суспільства, значною мірою залежить від навколишнього інформаційного поля, яке сьогодні перенасичене образами зла і жорстокості. Це неминуче призводить до зміни ціннісних установок, моральних орієнтирів соціуму. Підкреслено, що від того, які ідеї відображають інформаційні ресурси – Інтернет, телебачення, радіо, преса, поліграфія – залежить формування моральних установок громадян, укріплення громадської думки. Отож, для розвитку свідомості людини у сфері моральності найперше необхідно гармонізувати суспільний інформаційний простір. The article is devoted to the study of the relationship between the principles of public ethics and integrity of public administration in Ukraine. In the course of studying the declared issues, it was found that the main institutions of civil society are non-governmental non-proft organizations. In modern conditions, they determine the specifcs of civil society, the ways of its moral development. The fertile ground on which patriotic civil society, which lives by the laws of morality, should mature, is the spiritual health of every citizen, the absence of which causes prosperous violence in all its manifestations. It is known that the roots of this are in the heart of every person who commits immoral acts, so, according to Mahatma Gandhi (leader of the non-violent liberation of the Indian people from British rule), this place should be the only place where all battles of good and evil. It is substantiated that in order to change the spiritual and moral state of society, it is necessary, frst of all, to help a person discover such moral values as kindness, mutual respect, patriotism, consent and love for all people, without exception. In the course of implementation of the named programs, it is necessary to introduce new approaches to moral harmonization of consciousness of each person through creativity and education with direct active participation of the person-citizen in this process. Therefore, it is conditioned that the moral health of a citizen, and hence of society, largely depends on the surrounding information feld, which is now saturated with images of evil and cruelty, which leads to a change in values, moral guidelines. Public opinion is formed on what ideas the information resources of the Internet, television, radio, and press carry, and the moral attitudes of citizens depend. Therefore, for the development of human consciousness in the feld of morality, it is necessary, frst of all, to harmonize the information space around it.
