Соціально-правова природа інформаційного суспільства

Abstract

На основі аналізу доктринальних підходів, концепцій і теорій інформаційного суспільства визначено перспективи уніфікації його поняттєво-категорійного апарату. Запропоновано сучасне інформаційне суспільство розуміти як багатоаспектне явище, що охоплює освіту, науку, інновації, економіку і право, культуру, функціонує в рамках якісно нової нормативно-правової бази, орієнтованої на інтереси людей, які можуть створювати і накопичувати інформацію та знання, мати до них вільний доступ, користуватися і обмінюватися ними, зокрема за допомогою інформаційних технологій та технологій зв'язку, мати можливість реалізувати свій потенціал, сприяти суспільному й особистісному розвиткові та підвищувати якість життя. Based on the analysis of doctrinal approaches, concepts and theories of the information society, the prospects for the unification of its conceptual and categorical apparatus are determined. It is suggested that the modern information society should be understood as a multifaceted phenomenon that encompasses education, science, innovation, economy and law, culture, and functions within the framework of a qualitatively new regulatory and legal framework focused on the interests of people who can create and accumulate information and knowledge, have access to them free access, use and exchange of them, in particular with the help of information and communication technologies, to be able to realize their potential, contribute to social and personal development and improve the quality of life.
