Інноваційні підходи у забезпеченні інвестиційної безпеки підприємств: дисертація

Abstract

Дисертаційна робота присвячена вирішенню наукового завдання, що полягає в теоретичному обґрунтуванні і розробці інноваційних підходів у забезпеченні інвестиційної безпеки підприємств. У вступі обґрунтовано актуальність дисертаційної роботи, сформульовано мету, завдання, предмет, об’єкт і методи дослідження, викладено наукову новизну та практичне значення отриманих результатів, окреслено особистий внесок здобувачки, наведено дані про апробацію результатів дослідження і публікації. У першому розділі «Теоретичні та методичні аспекти забезпечення інвестиційної безпеки підприємств» обґрунтовано власну позицію, яка полягає в розумінні безпеки як стану певної системи, який характеризується захищеністю від негативного впливу будь-яких форм небезпеки (внутрішніх і зовнішніх), що уможливлює збереження цілісності та розвиток. Поглиблено понятійно-категоріальний апарат безпеки на основі вивчення існуючих підходів та формування власного трактування таких понять як «небезпека», «розвиток», «економічна безпека підприємства», «фінансова безпека підприємства». Запропоновано трактувати інвестиційну безпеку підприємства як стан системи, що характеризується формуванням у необхідних обсягах і захищеністю інвестиційних ресурсів від будь-яких зовнішніх і внутрішніх форм небезпеки задля створення належних умов ефективного функціонування й розвитку. Поглиблено трактування ієрархічно взаємопов’язаних понять «система економічної безпеки підприємства», «система фінансової безпеки підприємства» та «система інвестиційної безпеки підприємства», зміст останньої з яких запропоновано розуміти як множину елементів, які у сукупності спрямовані на захист капіталовкладень (внутрішніх й зовнішніх), створення безпечних умов для інвестиційних процесів та досягнення інтересів підприємства як інвестиційного об’єкта та інвестора. В межах розробленого теоретичного підходу конкретизовано складові системи інвестиційної безпеки підприємства, які різняться від існуючих позицій уточненням складу суб’єктів безпеки, до яких віднесено й працівників профільних лінійних підрозділів, які визначають характер інвестиційної діяльності підприємства, об’єктів безпеки, в межах яких виділено три групи (інвестиційні ресурси, інвестори (потенційні та реальні), інше підприємство як об’єкт інвестування), змістом мети, системних цілей, завдань, принципів, забезпечення та внутрішньосистемних зв’язків. Сформовано концептуальні засади забезпечення інвестиційної безпеки підприємств, основою чого послугували результати уточнення міжрівневих зв’язків із інвестиційною безпекою держави та поглиблення змістового наповнення таких понять як «інвестиційний ризик», «загроза інвестиційній безпеці», «інвестиційна привабливість» та «інвестиційний потенціал», що в сукупності створило підстави для окреслення сфери активності суб’єктів безпеки стосовно процесів залучення інвестора, отримання позикових інвестицій, самофінансування та здійснення зовнішнього інвестування задля підтримання необхідного для подальшого функціонування й розвитку рівня інвестиційної безпеки. У другому розділі «Аналітичне підґрунтя забезпечення інвестиційної безпеки підприємств» досліджено аспекти інноваційної діяльності підприємств загалом у національній економіці, промисловості та стосовно тих, що здійснюють економічну діяльність у сфері машинобудування та виготовлення харчової продукції. Встановлено, що промислові підприємства незмінно спрямовують інвестиції в матеріальні активи, що суперечить практиці економічно розвинутих країн, де більше уваги надається нематеріальним активами; найбільш інвестиційно активними залишаються великі виробники, при критично малій їх частці у загальній кількості; в структурі джерел фінансування вагому частку охоплюють власні кошти підприємств; темпи оновлення основних засобів, за їх значного зносу, не можуть забезпечити розширення виробництва, а лише слугують підтриманню в робочому стані наявних засобів. Сформовано теоретико-методичне підґрунтя створення й розвитку інформаційно-аналітичного забезпечення інвестиційної безпеки підприємства, в межах якого таке забезпечення повинно послуговувати наданню суб’єктам безпеки інформації, яка поєднує обліково-аналітичні дані із відомостями, що отримані з інших внутрішніх і зовнішніх джерел, які загалом становлять основу прийняття управлінських рішень у сфері інвестиційної безпеки підприємства. Застосування методу діаграмного проектування інформаційних систем дало змогу побудувати діаграму потоку даних та функціонально-структурну діаграму із подальшим створенням мультиплощинної моделі та механізму інформаційно-аналітичного забезпечення, які в сукупності забезпечують високу деталізацію процесів, умов і засад задоволення інформаційних потреб суб’єктів безпеки та інших учасників інвестиційної діяльності. Розроблено технологію оцінювання інвестиційної безпеки підприємства, особливістю якої є поєднання наявної інформаційної бази, котра формується на підставі оцінювання інвестиційної привабливості та інвестиційного потенціалу, із результатами моделювання впливу ключових зовнішніх і внутрішніх загроз, що дозволяє отримувати необхідне аналітичне підґрунтя для розроблення й реалізації заходів стосовно ризиків й загроз та нових можливостей в інвестиційній діяльності. Відбулася апробація розробленої технології в умовах підприємств машинобудівної та харчової промисловості, результати чого стали підставою для формування інноваційних підходів у забезпеченні інвестиційної безпеки підприємств. У третьому розділі «Інноваційні засади забезпечення інвестиційної безпеки підприємств» доведено, що в поточних складних умовах ведення бізнесу в Україні актуальності набуває висока гнучкість у здійсненні безпекової діяльності через більш високу динамічність у виникненні інвестиційних ризиків та зміну суттєвості впливу загроз. На основі поглиблення змісту таких понять як «адаптація», «адаптивність», «адаптивне управління», із врахуванням специфіки забезпечення інвестиційної безпеки підприємства, запропоновано перехід до адаптаційної моделі забезпечення інвестиційної безпеки підприємства. Така модель, будучи інноваційною в безпекознавстві, полягає у домінуванні стратегічного бачення активності суб’єктів безпеки через вибір одного із видів адаптивного управління (реактивне або ініціативне) та застосування найбільш доцільної стратегії, що в сукупності дозволяють підтримати достатність інвестиційних ресурсів та збільшити ефективність інвестиційної діяльності загалом. Візуалізацію процедури вибору одного із видів адаптивного управління проведено із використанням методу функціонального моделювання IDEF3. Сформовано теоретичне підґрунтя створення та застосування організаційно-економічного механізму забезпечення інвестиційної безпеки підприємства, під яким запропоновано розуміти систему, в межах якої на основі наявних ресурсів, послуговуючись методами та важелями організаційноекономічного характеру, створюються сприятливі умови для інвестиційної діяльності в умовах певного підприємства. Розроблено організаційноекономічний механізм забезпечення інвестиційної безпеки підприємства, в структурі якого дієвими повинні бути організаційна, що передбачає внесення змін в організаційну структуру та часткову перебудову безпекової діяльності, та економічна, що визначає порядок формування ресурсної основи. Деталізовано процес створення й функціонування такого механізму, реалізація якого спрямована на підтримку, поліпшення та досягнення необхідного для розвитку підприємства рівня інвестиційної безпеки. Розроблено науково-практичний підхід до формування інноваційноорієнтованої системи інвестиційної безпеки підприємства, в основі якого покладена актуальна на сьогодні необхідність впровадження інновацій в усі складові такої системи. Обґрунтовано, що інновації стосовно суб’єктів безпеки полягають у розвитку креативного середовища та покращення мотивування креативно активних співробітників, котрі мають генерувати ідеї для пошуку нових варіантів вирішення нетипових і складно досліджуваних проблем в умовах обмеженої інформативності. The dissertation work is dedicated to the solution of the scientific task, which consists in the theoretical substantiation and development of innovative approaches in ensuring the investment security of enterprises. The introduction substantiates the relevance of the dissertation work, formulates the goal, task, subject, object and research methods, outlines the scientific novelty and practical significance of the obtained results, outlines the personal contribution of the researcher, provides data on the approval of the research results and publication. In the first chapter, «Theoretical and Methodological Aspects of Ensuring Investment Security of Enterprises», one's own position is substantiated, which consists in understanding security as the state of a certain system, which is characterized by protection from the negative impact of any forms of danger (internal and external), which enables the preservation of integrity and development. The conceptual and categorical apparatus of security is deepened based on the study of existing approaches and the formation of one's own interpretation of such concepts as «danger», «development», «economic security of the enterprise», «financial security of the enterprise». It is proposed to interpret the investment security of the enterprise as a state of the system, which is characterized by the formation in the necessary volumes and protection of investment resources from any external and internal forms of danger in order to create proper conditions for effective functioning and development. The interpretation of the hierarchically interrelated concepts «system of economic security of the enterprise», «system of financial security of the enterprise» and «system of investment security of the enterprise» was deepened, creating safe conditions for investment processes and achieving the interests of the enterprise as an investment object and investor. Within the framework of the developed theoretical approach, the components of the enterprise's investment security system are specified, which differ from the existing positions by clarifying the composition of security entities, which include employees of specialized line divisions that determine the nature of the enterprise's investment activity, security objects, within which are allocated three groups (investment resources, investors (potential and real), another enterprise as an object of investment), the content of the goal, system goals, tasks, principles, support and intra-system connections. The conceptual principles of ensuring the investment security of enterprises were formed, which was based on the results of clarifying the inter-level relations with the investment security of the state and deepening the content of such concepts as «investment risk», «threat to investment security», «investment attractiveness» and «investment potential», which as a whole, created grounds for delineating the sphere of activity of security subjects regarding the processes of attracting investors, obtaining loan investments, self-financing and carrying out external investment in order to maintain the level of investment security necessary for further functioning and development. In the second chapter «Analytical basis for ensuring the investment security of enterprises» the aspects of innovative activity of enterprises in general in the national economy, industry and in relation to those carrying out economic activities in the field of mechanical engineering and manufacturing of food products are investigated. It has been established that industrial enterprises invariably direct investments in tangible assets, which is contrary to the practice of economically developed countries, where more attention is paid to intangible assets; large manufacturers remain the most investment-active, with a critically small share of them in the total number; in the structure of sources of financing, own funds of enterprises have a significant share; the rate of renewal of fixed assets, with their significant wear and tear, cannot ensure the expansion of production, but only serves to maintain the existing assets in working condition. The theoretical and methodological basis for the creation and development of information and analytical support for investment security of the enterprise has been formed, within the limits of which such support should serve to provide security subjects with information that combines accounting and analytical data with information obtained from other internal and external sources, which in general serve as the basis for making management decisions in the field of investment security of the enterprise. The application of the method of diagrammatic design of information systems made it possible to build a data flow diagram and a functional-structural diagram, followed by the creation of a multi-plane model and an informationanalytical support mechanism, which together provide a high level of detail in the processes, conditions and principles of meeting the information needs of security subjects and other participants investment activity. A technology for assessing the investment security of an enterprise has been developed, the feature of which is the combination of the existing information base, which is formed on the basis of the assessment of investment attractiveness and investment potential, with the results of modeling the impact of key external and internal threats, which allows obtaining the necessary analytical basis for the development and implementation of measures regarding risks and threats and new opportunities in investment activity. The developed technology was tested in the conditions of machine-building and food industry enterprises, the results of which became the basis for the formation of innovative approaches in ensuring the investment security of enterprises. In the third section «Innovative principles of ensuring the investment security of enterprises» it is proved that in the current difficult conditions of conducting business in Ukraine, high flexibility in the implementation of security activities is gaining relevance due to higher dynamism in the emergence of investment risks and changes in the significance of the impact of threats. On the basis of deepening the content of such concepts as «adaptation», «adaptability», «adaptive management» taking into account the specifics of ensuring the investment security of the enterprise, a transition to the adaptation model of ensuring the investment security of the enterprise is proposed. Such a model, being innovative in security science, consists in the dominance of a strategic vision of the activity of security subjects through the choice of one of the types of adaptive management (reactive or proactive) and the application of the most appropriate strategy, which together allow to support the sufficiency of investment resources and increase the efficiency of investment activities in general. Visualization of the procedure for choosing one of the types of adaptive management was carried out using the IDEF3 functional modeling method. The theoretical basis for the creation and application of the organizational and economic mechanism for ensuring the investment security of the enterprise is formed, under which it is proposed to understand the system within which, on the basis of available resources, using methods and levers of an organizational and economic nature, favorable conditions are created for the implementation of investment activities in the conditions of a certain enterprise. An organizational and economic mechanism for ensuring the investment security of the enterprise has been developed, in the structure of which the organizational, which involves making changes to the organizational structure and partial restructuring of security activities, and the economic, which determines the order of formation of the resource base, should be effective. The process of creating and functioning of such a mechanism, the implementation of which is aimed at supporting, improving and achieving the level of investment security necessary for the development of the enterprise, is detailed. A scientific and practical approach to the formation of an innovation-oriented system of investment security of the enterprise has been developed, which is based on the urgent need to introduce innovations into all components of such a system. It is substantiated that innovations in relation to security subjects consist in the development of a creative environment and improvement of the motivation of creatively active employees, who must generate ideas for finding new options for solving atypical and difficult-to-research problems in conditions of limited information.
