Класифікація рівнів кримінологічної безпеки

Abstract

Акцентується увага на тому, що інтегрально рівень безпеки визначається різницею між фактичною і біологічною тривалістю життя, також рівень безпеки особистості залежить не тільки від її поведінки, але і від рівня безпеки, досягнутого суспільством. Зазначається, що забезпечення кримінологічної безпеки повинно здійснюватися в особливому порядку, а саме комплексно на міжнародному (глобальному), державному (національному), регіональному, муніципальному та індивідуальному рівнях. It seems advisable to first allocate levels of criminological security, and then consider these levels with respect to criminological safety. Since an individual represents the least protected category of society by virtue of psychological, physical and other characteristics, it is necessary that its criminological security be carried out in a special order, namely in a complex manner at the international (global), state (national), regional, municipal and individual levels. Changing the level of security does not at all mean that the security object itself has changed. In this context, it is incorrect use of terms such as «region security», «security of the organization» and «human security» seems to be incorrect. A region, an organization, a person – all these elements are obtained through the decomposition of the national economic system, but their level of autonomy is rather low. In fact, they are subordinated elements of this system, so the threats to their security should be taken into account and eliminated (neutralized) by making appropriate decisions at the state level. It was shown that now there is a need to shift the center of gravity in the fight against crime from the impact on the crime itself, the person of the offender and the reasons that cause it to ensure the protection of personality, society, state from criminal encroachment, when the purpose of this activity is to ensure a socially acceptable level of criminological security. This acceptable scale of crime is determined by society and the state itself, and of course this is influenced by historical, sociopolitical, economic, socio-cultural and other conditions. Thus, the concerted actions of all subjects of prevention will contribute to the comprehensive provision of criminological safety, which will allow the individual to feel more secure.
