Управлінське рішення як продукт діяльності керівників органів і підрозділів МВС України

Abstract

Здійснено психологічний аналіз сутності та представлено авторське бачення поняття управлінського рішення. Виокремлено особливості управлінського рішення та розкрито класифікацію управлінських рішень за категоріями. Зроблено акцент на різновидах прийняття управлінських рішень. Підкреслено необхідність та важливість управлінського рішення як продукту професійної управлінської діяльності керівної ланки органів і підрозділів МВС України. It has been stressed that taking administrative decisions within the system of the Ministry of Internal Affairs of Ukraine take a leading position among all areas of professional activities of all personnel of the managing system and is the product of professional managing activities of the leading staff of agencies and units of the Ministry of Internal Affairs of Ukraine. Only officials within their functional duties take administrative decisions, which are called as decisions of managers. Administrative decisions – are the quintessence of managerial work. It has been noted that the activities of managers – are permanent production of administrative decisions. Each definition of administrative decisions is due to its author’s vision. According to the authors point of view, administrative decision – is a deliberately-creative act of a manager, which is realized in the frames of his official duties and competencies, based on a comprehensive analysis of the situation and assessment of possible options, adopted in the prescribed manner, has a prescriptive nature of impact on the management object, aimed on the effectively achievement and necessary changes of the set objectives and tasks. Classification of administrative decisions gives an opportunity to reveal the specifics of management activities and can be implemented in different ways, based on general and specific approaches to their elaboration, implementation and evaluation. There are forms of elaborating administrative decisions that are specified in the forms of their implementation. In case of making administrative decisions a manager should consider the following requirements: legality; scientific character; competence; individual nature; efficiency, directivity; precision; consistency; complexity; targeted orientation. It has been concluded that administrative decisions play an important role within professional activities of the managers of agencies and units of the Ministry of Internal Affairs of Ukraine as their effectiveness determines the efficiency of their operation and further work.
