До питання професійної підготовки працівників правоохоронних органів у сучасних умовах: міжнародний досвід

Abstract

Наведено узагальнення проблемних питань концептуальних засад покращення діяльності правоохоронних органів і якості підготовки поліцейських нової генерації. Зазначено, що цей процес може бути успішним лише тоді, коли наукова спільнота долучиться до осмислення усіх проблем, які є в системі МВС України, та напрацює рекомендації з їх усунення. Констатовано, що вивчення зарубіжного досвіду сприятиме вирішенню таких важливих пи-тань, як організація підготовки поліцейських, зміна вектора державного управління у сфері забезпечення правопорядку та законності, захисту прав і свобод людини та громадянина. The article is devoted to the generalization of the problematic issues of conceptual basis of improvement the work of law enforcement forces and the quality of police training as a new generation. It is indicated that this process can be successful only when the entire scientific community will join the understanding of all the problems that exist in the Ministry of Internal Affairs of Ukraine and will work on the recommendations of their activities. A priori, that the learning of foreign experience will help to address important issues such as the organization of police training, change the direction of state governance in the field of law enforcement and rule of law, rights protection and freedoms of human and citizen. It has been investigated that the problem of improving the professional and psychological training of the National Police Staff of Ukraine is extremely actual; is considered as socially significant; focuses on ensuring law and order and dangerous and extreme nature of their activity and constantly increases level of complexity of the conditions and factors that accompany social changes. The high requirements to the level of professionalism of these professionals require purposeful development of personal and professional skills, excellent managing of the system of theoretical and applied knowledge, ability to apply them in practice under any conditions, regardless of the specifics of their activity. Today’s realities give grounds to say that nowadays there is a very important issue of finding ways to improve law enforcement activity and the quality of police training as a new generation. It is obvious that this process can be successful only when all entire scientific community will join the understanding of all the problems that exist in the System of the Ministry of Internal Affairs of Ukraine and will work on the recommendations of their activity.
