Завдання і функції інспекторів дотримання прав людини Національної поліції України та порядок їх реалізації: науково-практичний посібник

Abstract

Висвітлено теоретичні та прикладні аспекти діяльності інспекторів дотримання прав людини в системі Національної поліції України. Сформовано цілісне уявлення про міжнародно- правові та національні механізми захисту прав людини, їх значення у контексті поліцейської діяльності, про завдання, функції та порядок реалізації повноважень інспекторів дотримання прав людини. Зосереджено увагу на нормативно-правовій базі, що регламентує їхню діяльність, а також на законодавчому забезпеченні функціонування інформаційної підсистеми «Custody Records» інформаційно-комунікаційної системи «Інформаційний портал Національної поліції України». Розглянуто механізми моніторингу дотримання прав затриманих осіб, цифрові інструменти в діяльності інспекторів, алгоритми їх взаємодії з іншими правоохоронними органами та правозахисними організаціями. Для поліцейських, правозахисників, здобувачів вищої освіти та науково-педагогічних працівників закладів вищої освіти зі специфічними умовами навчання, в яких здійснюється підготовка кадрів для Міністерства внутрішніх справ України і Національної поліції України, а також усіх, хто цікавиться проблематикою захисту прав людини у сфері правоохоронної діяльності. Theoretical and applied aspects of the activities of Human Rights Compliance Officers within the system of the National Police of Ukraine are highlighted. A comprehensive understanding has been formed regarding international and national legal mechanisms for the protection of human rights, their significance in the context of policing, as well as the duties, functions, and procedures for the exercise of powers by Human Rights Compliance Officers. Attention is focused on the regulatory and legal framework governing their activities, as well as on the legislative regulation of the functioning of the information subsystem «Custody Records» within the information and communication system «Information Portal of the National Police of Ukraine». The mechanisms for monitoring the observance of the rights of detained persons, the use of digital tools in the officers’ professional activity, and the algorithms for interaction with other law enforcement agencies and human rights organizations are examined. Intended for police officers, human rights defenders, higher education applicants, and academic and teaching staff of higher education institutions with specific training conditions that provide personnel training for the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine, as well as for anyone interested in the issues of human rights protection in the field of law enforcement.
