Прогалини законодавчої бази як чинник неефективної діяльності патрульної поліції України

Abstract

Розглянуто проблему законодавчої бази як чинник неефективної діяль- ності патрульної поліції України. Чітко зазначено недоліки, котрі гальмують та негативно впливають на остаточний результат ефективності діяльності патрульної поліції України, окреслено низку проблем, які потребують свого вирішення. Вказано на невідповідності положень законодавства в різних нор- мативно-правових актах законодавства України. Наголошено, що вдоскона- лення нормативно-правової основи діяльності патрульної поліції України є одним із вагомих напрямів вдосконалення діяльності Національної поліції України на сучасному етапі розвитку державності. The article deals with the problem of the legislative basis as a factor of an ineffective activity of the patrol police in Ukraine. The activity of the National Police of Ukraine is carried out in the close cooperation and interaction with the population, territorial communities and institutes of the civil society on the principles of partnership and it is aimed at solving their needs. The primary duty of a police officer is to protect people and property. To accomplish this task, police officers fulfill specific job duties on a regular basis, which vary depending on the size and type of their law enforcement organization. Police officers play a central role in the law enforcement system. They monitor criminal activity, take part in community patrols, respond to emergency calls, issue tickets, make arrests, investigate crimes and testify in court as needed. The author points out that the level of the public faith in the police is the main criterion for evaluating the effectiveness of the police units and police. The assessment of the level of trust in the police is exercised by independent sociological services per procedure established by the Cabinet of Ministers of Ukraine.It is proved that gaps hinder and negatively affect the result of the effectiveness of the Ukrainian patrol police, and a number of problems need solving. The author points out that there is disregard of provisions of the legislation in different normative and legal acts, in particular, in the Fundamental Law of our state, the Administrative Infraction Code, the Law of Ukraine «On the National Police», etc. Improving the legal basis of the activity of the patrol police of Ukraine is one of the important directions of improving the activity of the National Police of Ukraine at the present stage of the development of the state.
