Корупція в Україні та шляхи її подолання

Abstract

Вказано на масштаби збитків, завданих державі внаслідок корупційних діянь, та їх загрозу економічній безпеці держави. Проаналізовано рівень корупції в Україні та ефективність роботи антикорупційних органів. Розглянуто сучасні підходи до впровадження комплексної технології протидії корупції. Визначено основні принципи боротьби з корупцією. The scale of losses caused to the state as a result of corruption acts and their threat to the economic security of the state is indicated. The level of corruption in Ukraine and the effectiveness of anti-corruption bodies are analyzed. The contemporary approaches to the implementation of a comprehensive anti-corruption technology are considered, paying particular attention to the areas of state administration, local self-government, justice, construction, education and medicine. According to the National Anti-Corruption Bureau of Ukraine, the corruption market in Ukraine is 85 billion UAH. The losses of enterprises of fuel and energy, agrarian-industrial, mining and metallurgical complexes, chemical industry, transport industry as a result of corruption amounted to 20 billion UAH. Corruption costs Ukraine 2% of economic growth annually. The basic principles of the fight against corruption are defined: the legal rights and freedoms of a person and a citizen should not be limited; the effectiveness of combating corruption can only be achieved by coordinated actions of state bodies, public organizations and citizens; the state anti-corruption system envisages the implementation of a state policy aimed at eliminating and neutralizing the factors contributing to the development of corruption activities; the legal framework for the fight against corruption should take into account changes in the socio-economic and political situation in the state; the main attention in the fight against corruption should be given to preventive measures based on the analysis and forecasting of trends in the spread of corruption; the main practical measures for the prevention and detection of corrupt acts are carried out by the bodies that fight corruption.
