Причини неефективного функціонування підприємств державної форми власності

Abstract

Розглянуто чинники, які негативно впливають на ефективність діяль- ності підприємств державної форми власності. Встановлено передумови поліпшення управління державним майном і критерії успіху в цій справі. Пода- но обґрунтовану позицію інших науковців – прихильників збільшення частки державної власності в стратегічних, життєзабезпечувальних, імпорто- замінювальних, науковомістких сферах і галузях. Наведено думки стосовно деяких причин неефективного функціонування державних підприємств. Розглянуто чинники, які негативно впливають на ефективність діяль- ності підприємств державної форми власності. The analysis of the overwhelming majority of state enterprises in Ukraine demonstrates their permanent loss-making and, accordingly, the need for implementation of economic projects on other private legal principles, with the use of classical forms of subjects of entrepreneurial relations. The article is aimed at the analysis of the factors that negatively influence the efficiency of state-owned enterprises and finding ways to effectively overcome these problems. In their study, scientists V. Makhinchuk and O. Danchul among the reasons for the ineffective functioning of state enterprises call the lack of strategy for the development of the state sector of the economy in general, the lack of strategy for the development of state-owned enterprises, lack of competition, which contributes to the emergence of corruption, which stands today as an indispensable element in the system of operation of state-owned enterprises, the presence of a shortage of highly qualified specialists who could effectively manage a state enterprise, having the appropriate experience. From this follows the next reason for the low efficiency of state-owned enterprises, which consists in the fact that the heads of state-owned enterprises lack a clear understanding of what their activities are aimed at, namely what result the manager will receive as a result of the activity of state-owned enterprise. Therefore, in most cases, managers of state-owned enterprises lack understanding of the goals and objectives of the work, which negatively affects the outcome of the work. Lack of motivation for the entire staff of a state-owned enterprise (and not just the head) can also be considered among the causes that negatively affect labour productivity, as there is no sustainable system of incentives to improve the efficiency of labour. Thus, the specificity of the activity of enterprises of the state form of ownership is combined with the features of management, the stimulation of the work of the middle and lower level staff, the peculiarities of competition and others form a number of factors that can negatively affect the efficiency of state-owned enterprises.
