Напрями вдосконалення нормативно-правового та методичного забезпечення ресурсної безпеки сільськогосподарського виробництва

Abstract

Обґрунтовано необхідність поліпшення роботи з удосконалення методики проведення грошової оцінки сільськогосподарських земель. Доведено доцільність такої оцінки з урахуванням затрат на відтворення основних компонентів ґрунту, насамперед гумусу. Запропоновано раціоналізувати орендні земельні відносини, надто у сфері збереження родючості. Resource safety of agricultural production is investigated, as him main condition. It depends, first of all, from the state and fertility of earth. The main tasks of maintenance of fertile areas and corresponding level of the productivity there are a money estimation of agricultural earth and guard of fertility on condition of leasing land-tenure. Analysis of normatively-legal documents, that regulate the money estimation of earth in Ukraine witnessed that her it is recommended to conduct in accordance with the norm of the capitalized rent profit. However, such estimation considerably below, in comparing to the money estimation of earth from taking into account of cost of humus. In this connection, there is a task to set the objective money estimation of the landed resources and perfect it corresponding normatively-legal and methodical providing, before the input of market of earth. An author comes to the conclusion about expedience of such estimation taking into account expenses on the recreation of basic components of soil, first of all, to the humus. In a market economy, the market of lease of earth functions mainly. However, the analysis of legislation in the field of it testifies that adjusting of leasings relations in Ukraine is imperfect. In particular, duties of leaseholder to conduct corresponding measures on the guard of earth are not clearly certain. Rent for the use of earth must be economically and socially reasonable, going out the objective money estimation of agricultural lands. Leasings relations must take into account obligatory realization of works from the guard of earth. Duty of their realization must be fixed on a leaseholder, in fact he have more technical and financial resources for this purpose. An author marks the necessity of strengthening of dominant role of public organs for adjusting of leasings relations, and also increase of responsibility of lessors and leaseholder for works from the guard of earth. All of it will allow to promote resource strength of agricultural production security.
