Боргова безпека України в системі зміцнення економічної безпеки держави

Abstract

Визначено основні проблеми боргової безпеки в системі фінансової компоненти економічної безпеки України. На основі емпіричних досліджень з використанням програмних пакетів MS Excel, Statistiсa 8,0, CurveExpert 5,0 вивчено рівень боргової, фінансової та економічної безпеки з метою пошуку шляхів зниження боргової залежності України, виходу економіки з фінансово-економічної кризи та зміцнення економічної безпеки держави. На основі економіко-математичних розрахунків проведено діагностику рівня боргової безпеки й доведено вплив зовнішніх запозичень на макроекономічну стабільність й на рівень економічної безпеки України. Проаналізовано обсяги надходження в Україну міжнародної фінансової допомоги. З метою виявлення передумов зміцнення боргової безпеки, пошуку методів зниження державного боргу запропоновано розробку оптимальної стратегії запозичень і управління державним боргом та вдосконалення нормативно-правової бази щодо питань боргової безпеки. The concept and basic problems of debt security in the system of financial system component of economic security of Ukraine are defined. The main factors that affect the level of debt security and key issues to ensure a sufficient level of debt security are investigated. Based on empirical research using software packages of MS Excel, Statistica 8,0, Curve Expert 5,0 the level of debt, financial and economic security has been determined in order to find the ways to reduce indebtedness of Ukraine, the economy emerges from the financial crisis and strengthening theeconomic security. Using empirical calculations it is proved that increasing of financial and consequently economic security depends essentially on the upward trend of the debt and monetary security. On the basis of economic and mathematical calculations a diagnosis of a debt security is performed, and the impact of external borrowing on macroeconomic stability and the level of economic security of Ukraine is proved. The volumes of receipts of the international financial assistance are analyzed. It is found that the increase in the size of public debt leads to a reduction of the debt security and causes a number of negative consequences and distortions in the financial system of Ukraine. Based on the basis of the research using nonlinear programming tools, a direct proportional relationship between the volume of international financing and the level of debt security has been proved, namely: with the increase of financial assistance, the level of debt security is increasing. However, in the strategic perspective, deepening of the financial debt of the state leads to significant disparities in the financial and economic system of the country and increasing the debt burden on the state budget, increasing the threat of default, transferring the debt burden for future generations and increasing social tension in society. In order to identify prerequisites for strengthening the debt security and searching the methods to reduce public debt, the development of an optimal strategy of borrowing, debt management and improving of a legal framework on issues of debt security has been suggested.
