Передумови вирішення сучасних проблем державного управління

Abstract

Запропоновано новий підхід до формування Пенсійного фонду України як засобу впливу на електоральні очікування та пріоритети. Досліджено, що найважливішим напрямом удосконалення реформування системи державного управління в Україні є необхідність переорієнтації роботи основних міністерств і відомств на розвиток реального сектору економіки, збільшення частки капітальних інвестицій у ВВП, а не на підтримку хрематистики, зокрема масової торгівлі імпортними товарами без розвитку імпортозаміщення. The paper has set forward a novel approach to the Pension Fund of Ukraine as a means to make impact on the votership priorities and expectations. It has been proven that the paramount means of improvement of the state management system reforming in Ukraine are focused in the necessity to repurpose the principal government ministries and departments developing a real sector of the economy as well as increasing the share of capital investment in GDP, rather than supporting chrematistics or mass merchandising of imported goods without import substitution industrialization in particular. Furthermore, there has been emphasized that the state shall increase its ideological influence on the process of reforming the state management within the realms of a domain which definitely reinforces the foundations of the Ukrainian state and sharpens the sense of nationhood in the context of democratic society. The Ukrainian nation does not require promising commitments but the meaningful actions of the government towards a fairer redistribution of financial flows among different social groups and segments of population. The author has set forth a novel mechanism for making up the current shortfall of the Pension Fund of Ukraine, which involves implementing regulatory standards for deduction of the VAT to the Pension Fund of Ukraine. According to preliminary calculations, the named standard is supposed to make approximately 49% in 2017. The further ways and means of the Ukrainian state management system reforming have been set forth herein, including the following: the reasonable and institutional separation of political and administrative duties of the executive branch; the improvement of the public administration practice policy; the political capacity and public civil service demarcation, establishing the legal routes for protection of a civil servant from unlawful political leverage; the decentralization of public functions and resources; the legitimate regulation of administrative procedures; the activity of public institutions being directed principally towards the public service provision; the improvement of means for a legal protection of citizens in their relations with a public administration; the engagement of the public to take part in the management of public affairs and in monitoring the functioning of a public administration.
