Розвиток людського потенціалу в умовах інноваційних змін

Abstract

Досліджено поняття людського розвитку та людського потенціалу, визначено головну роль освіти у формуванні людського потенціалу та освітні ризики, що пов’язані із цим процесом. Визначено, що недоліки існуючої системи формування та відтворення людського потенціалу виявляються у неефективному використанні суспільних ресурсів, що відображені у високому рівні безробіття, а також є наслідком реконструкції вітчизняних підприємств на основі впровадження нових технологій, що призводять до заміни старого виробництва та скорочення чисельності персоналу. Запропоновано низку заходів модернізації національної системи освіти з актуалізацією її інноваційної спрямованості. The concept of human development and human potential are investigated in the article, the key role of education in human potential formation and educational risks which are related to this process are defined. The row of measures of the education national system modernization with actualization of its innovative orientation is offered. It is found out that the lacks of the existent system of human potential formation and recreation may be reflected in the ineffective usage of public resources which are represented by a high unemployment rate, and also are results of domestic enterprises reconstruction on the basis of new technologies introduction which result to old production replacement and personnel quantity reduction. Implementation of education sphere modernization measures will help young people to get a high quality education with the purpose of successful realization of educational potential at the labour market and to avoid a origin of a risk of « a zero asset of human capital» as a result of employment impossibility by the proper type of preparation. Inefficiency of the existent system of vocational education and studies in Ukraine also complicates possibilities of modern economy necessities providing of labour staff. With the purpose of providing of the proper structure of personnel training to the innovative economy necessities and employers modern requirements it is suggested to create the effective system of professional orientation and professional self-determination of young people with the purpose of stimulation young talents to scientific and innovative activity; to improve the informative providing of long-term forecasting of economy necessity in human resources by the types of economic activities and professions. It is marked in the article, that the process of education modernization under conditions of innovative development must foresee the growth of workers’ motivation to the knowledge update that means human capital accumulation which in same time will influence on the additional individual benefits receipt.
