Суть та значення інвестиційно-інноваційної безпеки як складової економічної безпеки

Abstract

Обґрунтовано необхідність виокремлення інвестиційно-інноваційної безпеки як складової економічної безпеки на загальнодержавному рівні. Представлено теоретичні та методологічні підходи до розкриття суті, значення та особливостей інвестиційно-інноваційної безпеки. Розкрито інвестиційно-інноваційну складову економічної безпеки з позицій забезпечення конкурентоспроможності держави. Визначено головні критерії інвестиційної безпеки та наведено основні показники, за якими характеризується сучасний стан інноваційної безпеки в Україні. The necessity of selection ofinvestment-innovative safety as a component of economic security at national level is grounded. The theoretical and methodological approaches to the essence, value and features of investment-innovative safety are presented. The investment – innovative constituent of economic security is exposed from positions ofstate competitiveness provision. Main criteria of investment safety are singled out and basic indexes which characterize modern state of innovative safety of Ukraine are selected. The problem of security of investment and innovation is important for Ukraine because this area is necessary to ensure the modernization of the economy, overcoming existing strains in its structure and innovation in economic processes, creating a favorable investment climate. Through regulatory measures, the state has an impact on the investment component of economic security. State regulation of investment component of economic security is a set of forms and methods that provide association of public and private interests and the formation of economic rational proportions between consumption, investment and accumulation. The main criterion for investment security is the competitiveness of the economy as a process of realization of economic security dynamics. Insurance investment risk also has a special place in providing investment security. The level of investment security mode affects exchange rate and interest policy established in the country. Affected by the level of investment security and the nature of the depreciation policy and the degree of investor awareness. Providing innovative security, in turn, enhances presence in world markets high-tech products, technological changes in the production and generation of innovation in the economy. Most researchers focus on protecting the interests of the state and sustainable economic development conditions for competitiveness, expanded reproduction, market reforms, improving the welfare of others. In the end, we note that increased investment and innovation security of the state will help to focus public investment resources for co-financing projects with domestic companies that operate in areas such as energy conservation, defense industry, agriculture and construction; will promote investment and innovation security and the creation of special tax regimes for implementing strategic investment projects that meet certain government priorities. Consequently, investment and innovation security as a component of economic security is fundamental to national security and should ensure economic growth.
