Державні важелі забезпечення економічної безпеки галузей реального сектору економіки

Abstract

осліджено роль держави у процесі забезпечення економічної безпеки галузей реального сектору економіки. На основі узагальнення запропоновано використання різних інструментів державного регулювання залежно від рівня ієрархії загроз: операційного, тактичного і стратегічного, що створює передумови для вдосконалення управління економічною безпекою галузей реального сектору економіки в Україні. The state plays a significant role in increasing the level of economic security, however, the limited financial resources and bureaucracy of the state apparatus make it difficult to create a system of providing economic security to the branches of the real sector. This article is devoted to the research of state instruments in the process of providing economic security to the branches of the real economy. The aim of this study is the separation of the role of the state and leverage applied by the state as a subject in the process of providing economic security to branches of the real sectors of the economy. Systemizing developments of the Ukrainian scientists concerning identifying threats to economic security of the real sector and own research of the problems allowed to enhance their classification through separation of the feature «hierarchical level of regulation» according to which a threat to economic security can be divided into: operational (aimed at narrowing the resource base for functional components), tactical (which reduce the quality of organizational support for the industry) and strategic (which directly affect the interests of the industry and as a result of the crisis cause irreparable losses and will be seen in the destruction of the branch space), thus allowing further use of the different levers of state regulation to overcome them, and create conditions for improving the management of economic security both at the meso- and the macro levels. The necessity for a comprehensive system of state leverage for economic security to the real economy sectors is grounded with the usage of a set of different tools of the state depending on the hierarchy of threats.The formation of an integrated institutional system of economic security in the real sector is the main task of the state. The system should include: the creation of a stable inner-branch structure by forming special programs counteracting operational threats to branches of the real sector; the formation of a stable and balanced (between the interests of the state and industry) models of the effective functioning of industries through adjustment and synchronization of plans and programs for the development of the industry with the national measures and priorities; the formation of the strategy for developing priority sectors of Ukraine in order to prevent the impact of strategic threats.
