Системні основи трансформації державного регулювання соціалізації економіки України

Abstract

Описано методологічні підходи до модернізації економічних систем. Визначено критерії модернізації та характеристики процесів модернізації в різних галузях суспільного життя на основі соціалізації економіки України. З’ясовано особливості соціалізації економіки на прикладі параметрів економіки праці та обґрунтовано доцільність гармонізації соціальних стандартів України. Сформульовано методологічні основи трансформації державного регулювання соціалізації економіки на рівні розробки стратегічних і тактичних документів державного управління. Запропоновано механізм реалізації трансформацій державного регулювання соціалізації економіки. The current level of social transformation involves the modernization processes implementation n three main contexts: economic, political, and social. The introduction of the overcoming mechanisms of the threats to national security in the social sphere into the system of government is a priority, and overcoming of the social risks and social risks associated with the Ukrainian human potential should become the priority state interest according to the postmodern approach to the transformation of public administration and local government. This paper describes the methodological approaches to modernizing economic systems. The modernization criteria and modernization processes characteristics in different areas of public life, that are based on the socialization of the Ukrainian economy are determined. Economy socialization peculiarities are presented on the example of the labor economics parameters and the necessity of the social standards harmonization in Ukraine is justified. The aim of this study is to use a systematic methodology to justify the state regulation transformations of the Ukrainian economy socialization. It was suggested to examine the systemic methodology of state regulation of the economy socialization as the system of approaches, principles, parameters, planning methods of social-economic processes and justifying the optimal solutions. Creating conditions for the growth of welfare, which in its turn is determined by the quality of economic, social and environmental development is the primary purpose of the government regulation of the economy socialization. Modernization of the state regulation of the economy socialization is considered at the strategic and tactical management levels of governance. The realization mechanism of the state regulation transformation of the economic socialization is suggested. The basic principles of the state regulation of the economic socialization include: the principle of evolution development, science, optimality, social orientation, increasing the efficiency of regional decisions, proportionality and balance, and the principle of priority.
