Дослідження категорії «національна продовольча безпека»

Abstract

Досліджено теоретичні основи національної продовольчої безпеки держави в умовах функціонування ринкової економіки. Проаналізовано погляди на визначену проблему сучасних вітчизняних та зарубіжних учених, а також запропоновано авторське бачення сутності національної продовольчої безпеки. Визначено чітку ієрархічну залежність між різними рівнями національної безпеки, оскільки продовольча безпека є підсистемою систем вищих порядків. Тому несвоєчасне усунення проблем у функціонуванні однієї з ланок продовольчої безпеки здатне спричинити негативні наслідки у масштабах економіки всієї країни. In the article the theoretical foundations of national food security in terms of the market economy. The analysis looks at the particular problem from the standpoint of modern domestic and foreign scientists, and suggested the author’s view of the nature of national food security both in the narrow and broad sense. In the narrow sense of national food security should be seen as a state of socioeconomic system within certain limits. However, if considered as state security, you can not talk about security because the state can not manage because security can also be characterized as an activity. Since the state is static but is dynamic activity. Thus, in the broadest sense a national food security – an activity aimed at countering threats and dangers, which are implemented by national economic interests and its integrity preserved. It was found that the most important condition for achieving food security are: potential physical accessibility of food for every person; economic opportunity to purchase food all social groups, including the socially vulnerable, which is achieved by improving the living standards or implementing measures necessary social protection; onsumption of high quality in quantities sufficient for a balanced diet. The structure of food security, which is a multi-level hierarchy, based on – a subject that solves the problem of food and its functions. At the heart of the problem of food security is a person with needs for nutrition, pleasure without which it is impossible to carry out productive work and play. Also clearly defined hierarchical relationship between different levels of national security, because food security is a subsystem of higher orders. Therefore, failure to correct problems in the functioning of one of the links food security to cause negative effects on the economy across the whole country.
